Überwachung aller Telefone in Deutschland

An alle Beteiligten

die Datenschützer sind bundesweit in Aufruhr. Die Bundesregierung will alle Telefonanschlüsse in Deutschland wegen der Terrorismusgefahr überwachen lassen. Durch die enge Zusammenarbeit von Polizeibehörden, Geheimdiensten und Sicherheitsdiensten/Privatdedekteien werden Telefon-, Wohnraumraumüberwachungen vor allem bei Langzeitüberwachungen zur psychologieschen Kriegsführung und zu massiven Wohnungs- und Firmeneinbrüchen genutzt. Eine Legalisierung der psychologischen Kriegsführung durch den Gesetzgeber ist die Aufhebung der Demokratie und bedeutet Staatsterrismus. Das Verhalten mehrerer Überwacher ist dem Verhalten von SS-Leuten bei dem Rückzug aus den besetzten Gebieten gleichzusetzen. Es ist dringend erforderlich, die Journalisten und die Bürger aufzuwecken. Außerdem ist eine Arbeitsgruppe für die Vorbereitung einer Sammelklage vor dem Europäischen Gerichtshof wegen Außerkraftsetzung der Menschenrechte in Deutschland zu bilden.

Beobachtet auf Schritt und Tritt

An alle Betroffenen

1. In der Frankfurter Rundschau von heute, 26.06.04 steht auf Seite 3 ein Artikel: "Beobachtet auf Schritt und Tritt", Absatz "Die Familie unter Bewachung".

Hier wird die Arbeitsweise des Staatsschutzes beschrieben. Es ist unmöglich, dass die Polizei soviel Personal hat, um 24 Stunden Überwachungen bundesweit bei Einzelpersonen und Familien über Monate durchzuführen. Die Polizei arbeitet mit Gruppierungen zusammen, die die Drechsarbeit und die Verbrechen begehen.

Unbedingt die Zeitung holen und den Artikel lesen!!

2. Kleine "Tante Emma Lädchen", die in Dörfern und Städten zentrale Anlaufstelle sind, werden für die "Ortsbildzeitung" genutzt. Die Läden sind auch für Polizeibehörden von Interesse, um an Informationen zu kommen. Bitte Vorsicht, wenn Sie von wildfremden Leuten in einem vollen Geschäft angesprochen und mit Fangfragen versehen werden!! Diese Geschäfte werden auch sehr oft von Mitarbeitern aus Privatdedekteien aufgesucht, die für die Polzei arbeiten. Ich hatte heute morgen das Vergnügnügen mit einer Fangfrage wegen meines Autounfalles.

Die Person, die mich ansprach, hat so getan als ob wir uns kennen würden. Mir war diese fremd. Das sind Praktiken aus der Stasizeit.

3. Gestern abend wurde bei mir ein Telefonat mit der Apotheke komplett mitgeschnitten. Bei einigen Telefonapparaten ist im Display der direkte Mitschnitt sichtbar.

An alle Betroffenen

Bitte bei der Überprüfung des Umfeldes die berufliche Tätigkeit registrieren. Eine direkte Zusammenarbeit staatlicher Stellen mit Privatdedekteien/Sicherheitsdiensten im Bereich der organisierten Kriminalität, die Unterstützung, Finanzierung und Deckung ist Staatsterrorismus. Die Verbrechen werden regional durchgeführt und zum Teil überregional gesteuert. Die Öffentlichkeitsarbeit muss verstärkt werden, damit wir wieder zu der Gültigkeit unseres Grundgesetzes kommen und dies auch rechtsmaßig anwenden können!!

Introduction

The United States Military and its intelligence agencies have found a way to affect behavior remotely by use of a signal interacting with a
person’s nervous system. They developed a way to control feelings, behavior and affect some bodily functions. A secret panel at the Pentagon says they need to test this technology before using it for military means. They decided in the interest of national security they will experiment with this remote technology on non-consenting innocent citizens in Philadelphia. They pick out 600 U.S. citizens through various federal records and use the same methods (now 100 times more sophisticated) they used in the atomic radiation, LSD and syphilis experiments during the Cold War. The subjects of these experiments complain of disease, pain and a loss of a general enjoyment of life. The U.S. denies any involvement with the subjects.

However, a former scientist feels remorseful and confesses to one of the subjects. The United States calls the scientists crazy and cites national security to not discuss the matter.

Russian and European intelligence agencies follow up on the lead from the American scientist and find more evidence that the experiments are taking place and that the United States plans to expand its program to include 600 more non-consenting U.S. citizens in San Francisco.

The United States is one of the biggest global trading countries. Japan decides to impose an automobile embargo against the United States because of these human rights abuses.[i] The United States files a complaint with the WTO and the Panel must make a decision. The WTO can not ignore these human rights violations and they try to decide what to do.

Scenarios like these have happened in the past.[ii]

With today’s ever emerging technology this very same scenario could happen in the future.[iii]

Currently, there is not an abundance of treaties, committees and global mechanisms linking International Trade and Human Rights.[iv] There are a lot of human rights treaties and a lot of international trade treaties. This paper will focus on current mechanisms available today to create a stronger link between international trade and human rights. This will include a look at the findings and holdings of the Tuna/Dolphin and Shrimp/Sea Turtle cases. Solutions and mechanisms not currently in place will also be discussed.

Ich bin in dem Gesundheitsmanagement und in der Prävention tätig, mit dem Ziel betriebliches Umweltmanagement in Zusammenarbeit mit Ärzten umzusetzen. Im Bereich des Mikrowellenterrors ist die Gesundheits-Prävention mit der Kriminal-Prävention gekoppelt und erfordert ebenfalls Unterstützungshilfe .Auf einem Seminar mit vielseitigem Erfahrungsaustausch habe ich ein amerikanisches Zeitungsinserat mit dem Titel „Careers in Harassment“ mit Übersetzung erhalten. Die Anwendungen von hier aufgeführten Foltertechniken mit den jeweiligen Gesundheitsschäden treffen in Deutschland zu 100 % zu. Es gibt mittlerweile immer mehr Wissenschaftler, Interessengruppen, Vereine, die sich immer öfters in der Öffentlichkeit äußern und sich entsprechenden Repressalien aussetzen.

Die INQA will betriebliche Gesundheitsförderung umsetzen, Arbeitsplätze sicher, gesund und wettbewerbsfähig gestalten. Electrodes are being planted into the brains of Parkinson's sufferers. Spinal implants could soon cure paraplegia. Robots might one day fight our wars. Are people about to become cyborgs?

Radcliffe Infirmary, Oxford, nine o'clock on a spring morning. Togged out in operation blues and clogs, I am feeling queasy as I enter the operating theatre to observe my first brain-implant procedure. The patient is Susan Brandon, a 62-year-old retired schoolteacher from Reading, a Parkinson's patient these past 12 years, who suffers from rigidity punctuated by uncontrollable tremors in her limbs. Chatting before the operation, she told me: "I'll be shopping in John Lewis and I'm suddenly frozen, rooted to the spot, unable to move forward or back."

Susan is putting herself through this drastic operation for a very modest reason: she wants her old life back. Her symptoms have been controlled in recent years with a drug called apomorphine, involving the insertion every morning of a needle into her stomach controlled by a pump, which is cumbersome and often lets her down.

She is to receive two electrode implants deep in her brain, to be attached to wires that will run under her skin to a miniature battery-operated pulse generator that will be sewn into her chest. The electrodes will permanently stimulate cells deep in her brain to alleviate her symptoms. Amazingly, she will remain awake throughout the procedure: the best indication that things have not gone to plan — a haemorrhage, for example — is the patient's own report of symptoms. The operation will cost the NHS some £30,000. Her local authority, Berkshire, thinks the money well spent, as the apomorphine regime costs £10,000 each year. The electrodes will last her the rest of her life.

I am standing next to the surgeon, Professor Tipu Aziz. Originally from Bangladesh, he is one of the leading implantists in the world, having done more than a thousand such ops since 1991. He has quick, delicate fingers, a Sancho Panza moustache, and an idiosyncratic sense of humour. A Chemical Brothers track belts out from the CD player behind us ("I like this stuff when I go to work," he says). Leaning over his patient, he quips: "Brain surgery is such fun, isn't it!" From inside the head frame, which forms part of the system for a stereotactic contraption that guides the probe into her brain, Susan smiles wanly.

There are 10 attending medical staff: the theatre is tense. Brain surgery earned a bad name in the 1940s and 50s, when hundreds of thousands of patients underwent lobotomies for a wide range of conditions, from schizophrenia to depression. All too often the recipients became vegetables. But new implant technologies, matching human living tissue with intricate mechanical devices, have prompted a new era in psychosurgery.

The prospects, according to the implant practitioners and their advocates, are thrilling. But there are deep concerns. Are we on the brink of a new epoch of surveillance, mind control, and the melding of human and machine existence?

Like the biblical tree of good and evil, the quest for a bionic man has huge potential for human benefit as well as for ill. Researchers are set to create a new generation of prosthetic applications: making the deaf hear, the blind see, the dumb speak, the paralysed move. They are poised to conquer pain and treat illnesses like depression and Parkinson's. Beyond that lie once-unthinkable possibilities based on the interaction between minds and machines in the fields of military technology and surveillance. Millions of animals have already been implanted with "identity cards" the size of a grain of rice. How long before humans will be similarly tagged? Researchers are experimenting with implants that enable them to direct the movements of rats in inhospitable environments — like miniature St Bernard dogs. The same technique promises implants that control mechanical devices by the act of thinking alone. Most controversial of all — raising spectres familiar in the Johnny Mnemonic and Matrix movies — scientists believe there is potential for boosting brain power and controlling emotions.

Before he starts the operation, Aziz asks Susan to make leg, foot, arm and hand movements in order to demonstrate her tremors and rigidity. Administering a local anaesthetic into the scalp, Aziz uses a
diathermic needle to make an incision in the flesh on the left side of her skull, above the temple, pinning back the small flap of scalp tissue in order to expose an area of bone. "I haven't shaved her head," he tells me. "I've given it a good antiseptic wash. I don't like to send my patients home looking as if they've had brain surgery." Everybody laughs, including Susan.

Next he puts the frame holding the stereotactic contraption in place and begins to drill into the bone. It is a hand drill, its head 2.7mm in diameter; she feels no pain, there is no noise, but she can feel the vibration. Now begins the trickiest part. Aziz inserts a tiny hollow probe, containing a lead with an electrode head, through the hole. He guides it with computer-assisted precision through about 18cm of brain matter, monitoring its progress with a machine that measures tissue resistance, until it reaches the sub-thalamic nucleus (a deep region of the brain connected with speech and movement). Now that Aziz has reached the optimal target, an assistant sends electrical impulses through the lead to the electrode head.

Parkinson's reduces the firing potential of neurones, or brain cells, in areas of the brain associated with limb and hand movement. The electrical stimulus from the implanted electrode gets the neurones firing once more in a regular pattern. Nicely oscillating nerve cells will then deliver appropriate "messages", composed of refined electrical discharges and associated natural chemicals, to their target regions.

Aziz says he has used the technique to alleviate intractable pain. "It's worked with stroke pain, cluster headaches and phantom limb, when people have an agonising sense of pain in an amputated extremity." The theory, he tells me, is the same. "Nervous pain is caused by a disturbance in the firing patterns following trauma, and the electrode implants reinstate and maintain virtually normal oscillations, reducing or expelling the pain."

He now asks Susan to exercise her right leg, which is controlled by the left brain. To the delight of everybody in the theatre she begins to make vigorous, well-controlled cycling movements with her leg followed by wide circular movements. She has not done this for years. Then she demonstrates an unaccustomed dexterity in her right arm and hand. "Oh wow!" says Aziz. "That's just amazing." Susan smiles weakly. Aziz prepares to treat the right side of her brain. By the time he finishes, Susan has been in surgery for nearly
two hours.

The electrodes implanted into Susan's brain are made of platinum iridium, a soft but durable metal that looks rather like a silver strand of thin spaghetti. Essential to the task of hitting the right spot are new techniques of magnetic resonance imaging, which enable the investigator to explore the topography of an individual brain without devastating what they probe.

The Parkinson's procedure at Radcliffe Infirmary is routine now, and successful in 90% of patients: damage or death occurs, says Aziz, in only one in a thousand cases. But implant technology is in its infancy. Aziz believes we're on the brink of a revolution, driven by innovations in materials, by nanotechnology (the engineering science of the very small) and by the discovery of an extraordinary symbiosis between silicon and nerve cells.

I am sitting in a Cambridge laboratory with a sandy-haired 38-year-old researcher, Ed Tarte, while he demonstrates a design for a tiny electrochemical device he calls an "interface implant", which is set to make Aziz's electrical probe look decidedly low-tech. "If a working mechanism like this had been implanted in time in the spinal cord of Christopher Reeve," he tells me, "he might be walking and moving normally today."

Made of polymer, and containing hundreds of tiny "tunnels" through its length, the size of the implant will be a centimetre long with a diameter no bigger than that of an average pencil lead. Its parts and operations are so small and complex that he can only display them magnified on a screen. "We're attempting," he says, "to bridge the scar tissue of a spinal-cord injury. It will connect healthy nerve fibres above the scar to those below which have lost contact with the brain, a bit like mending a broken connection in an electric circuit."

Tarte heads a team in Cambridge University's materials science department, which works with researchers in the chemistry department and the Cambridge Centre for Brain Repair at Addenbrooke's hospital. He is a nerdy, ageless fellow with the air of an internet-cafe denizen. But this exterior masks his membership of a remarkable elite of scientists who work on the interface between microchip wizardry and living bodies — the coming reality of bionic man.

The expertise of the likes of Ed Tarte ranges across a daunting combination of specialities: superconductivity, quantum physics, computer science, neuroscience, magnetic resonance technology, biochemistry, physiology, materials science and neurology. There is no overall name for their ilk, but "bionicists" might fit the bill.

There are two kinds of pioneering techniques powering the expansion of the "interface" field: miniaturisation, and the "love affair", as some scientists call it, between synthetic materials and living tissue. Since 2000 the semiconductor industry has been producing nanochips with features measuring less than 100 nanometres: about one-thousandth of the thickness of a human hair. This descent into the microscopic realm spells massively enhanced computer power as well as the ability to make implants that can reside non-invasively within our exquisite nervous systems. At the same time, scientists have been coaxing brain and nerve cells to grow in intimate combination with silicon and polymer circuits, etched by laser technology to create an ideal habitat for the proliferation of living nerve cells that develop branch-like connections with each other.

At the Max Planck Institute for Biochemistry, just outside Munich, Peter Fromherz has exploited the neurones of snails and leeches to make a prototype "neurochip". These neurones, which are large compared with mammalian ones, are puffed onto silicon chips andplaced over transistors. As the neurones grow and make
conections, the transistors amplify their tiny electrical blips. Fromherz started last year with just 20 neurones; now he is planning a prodigious 15,000-cell neurone-transistor chip. He is creating, in short, a living computer, further reducing the barrier between live and inanimate matter. Living circuitry of this kind could one day be the basis of computer-controlled artificial limbs, for it heralds the prospect of mechanical computers speaking to our biology. But there are other extraordinary strategies much closer to realisation.

Tarte explains a spectacular recent advance in his own research. When he first started working on the "interface" to bridge the scar-tissue barrier of an injured spinal cord, he created a device he nicknamed "shotgun". The idea was to allow the living nerve fibres to find their own way through a series of micro-electrode tunnels to connect with severed fibres beyond the scar-tissue barrier and stimulate signalling and regrowth. The process, however, was not sophisticated enough. "Now we have engineered electrodes with chemical properties that attract specific types of nerve fibres to precise locations within the device, in order to match them with their corresponding nerve-fibre types below the scar tissue," he says. The comment evinces the importance of creating implants that mimic the chemical as well as electrical properties of the nervous system.

Pharmaceutical therapies target brain chemicals, and electrodes target the delicate electrical blips of nerve cells; the new generation of implants aims to influence both in concert. In Tarte's new design, nerve fibres regulating finger and hand movement, for example, will now make exact connections with their corresponding fibres below the scar tissue.

But the key to huge advances in implants is an array of new synthetic materials. The initiated talk of "DNA chips", "biocompatible monomers", "plasma transistors", materials that possess "shape memory". A crude illustration would be the kind of plastic water tank that you can squeeze through a narrow trap door and then expand to its proper size up in the attic. In new implant technology, materials change shape and size at different temperatures. Keyhole surgeons aim one day to insert implants with a diameter of no more than a piece of string, which will then expand at body temperature. At the outer reaches of "shape memory" are liquid materials that harden inside the body. Researchers are working on a "smart" gel that will form an implant to obtain feedback control from the pancreas of a diabetes sufferer.

Behind the pioneering work on new materials and miniaturisation is the ambition of medical scientists to take on ever greater clinical challenges. Crude "interfaces" for loss of function have been in use
since the invention of false teeth and peg legs. From contact lenses to silicone breast implants, from artificial hearts to pacemakers, the post-war era has seen incredible advances in prosthetic aids.

The most impressive example involves the implant of electrodes to compensate for deafness. Some 50,000 cochlear aids have been inserted involving the implant of a chip that stimulates amplified aural signals. Composed of an induction coil and an electrode array, the implant converts sound waves into weak electric currents, which are delivered to the vicinity of the auditory nerve in the inner ear. The auditory nerve is stimulated and transmits impulses to the brain, which recognises them as auditory signals. Users often describe the sound characteristics as "synthetic", but this perception changes over time, and even the profoundly deaf have benefited.

The biggest challenge is the bionic eye. At the Massachusetts Eye and Ear Infirmary at Harvard Medical School, a group is working on vision computer chips. The strategy: insert two chips in the vicinity of the optic nerve, which is assumed to be intact. One will contain a solar panel that will start up a laser beam in response to photons of light. The beam will then strike a second panel that sends signals along the optic nerve to the appropriate visual cortex in the brain. At the far reaches of research are plans to create an electronic eye simulating the cones and rods in the living eye, opening up potential for an eye beyond the capabilities of the human eye; operating, for example, at both telescopic and microscopic levels.

But will the marriage of silicon, microprocessing and the nervous system promise the reality of a bionic human, as in the TV series The Six Million Dollar Man? Michio Kaku, the American guru of the future, has doubts. "Although it may be possible to connect the human body to a mechanical arm," he says, "the stunts of the bionic man would put intolerable stresses on our skeletal system, rendering most superhuman feats impossible."

But the science-fiction fantasies of the 1970s already look outmoded compared with the bid to control machines by thought: "psychokinesis". At Emory University in Georgia, the neurologist Philip Kennedy has implanted a tiny electrode, made of glass coated with chemicals that act as nerve growth factors (taken from the human knee), into the brain of a patient. Clusters of brain cells converge on the electrode, which can transmit signals to a receiver outside the brain. After suitable training, a paralysed patient has been able to move a cursor on a computer screen by "willing" its action. It is a short step to imagining the prodigious actions that a computer might control, given the right machinery.

Similar experiments have been performed with animal models. John Chapin of the Hahnemann School of Medicine in Philadelphia has trained rats to press a lever in order to experience a sense of electronically induced pleasure. He has analysed the cortical activity involved via electrodes implanted in the animals' brains, feeding these patterns into a computer that controls a robot arm. In time the rats learn that they do not need to press the lever, but by willing an action can control the distant operation of a robot arm for their reward. Chapin's colleague Miguel Nicolelis at Duke University in North Carolina has wired monkey brains to control robot arms that simulate the action of real arms. Nicolelis has conducted an experiment involving the control of a robot arm at MIT's Touch Lab in Massachusetts by a monkey at Duke University 600 miles away.

The first to benefit from such advances will be quadriplegics, but there are obvious military applications in the robotic potential for
sophisticated operations in hazardous terrain by controllers at a distance. Just as cruise missiles, guided by satellites, hit targets as small as a bunker door hundreds of miles away, commanders of the future will be able to control robot soldiers on the ground from a safe distance. But what of the scope for controlling animals and humans from a distance?

Sanjiv Talwar, a bioengineer at the State University of New York, is working on remote-controlled "roborats" which he manipulates in specific directions by stimulating electrical probes implanted in their brains. Instructions are transmitted to a radio receiver strapped on the animal's back. One probe stimulates a reward centre in the rat's brain; two other probes stimulate brain regions that process signals from its left and right whiskers so as to control movement — to run, climb, turn left or right. Roborats fitted with micro-cameras could soon be employed finding earthquake victims or in bomb-disposal work.

The idea of controlling the feelings and volition of humans by implants, effectively making them cyborgs, is still in the realm of science fiction. Neuroscientists argue that however intimate and interactive the robots of the future, and however embedded and invisible the computers, they will tend to respect our body boundaries.

Enthusiasm for a cyborg existence, merging human and machine nature, has long been a dream of researchers on the outer edges of AI (artificial intelligence). A noted cyborg prophet is the American inventor Ray Kurzweil, author of "The Age of Spiritual Machines" and a leader in speech-recognition technology. Kurzweil believes we are set to expand our potentials into superhuman activities. His mission statement for the future of implants brooks neither doubt nor delay: "Given a choice, people will prefer to keep their bones from crumbling, their skin supple, their life systems strong and vital. Improving our lives through neural implants on the mental level, and nanotechnology-enhanced bodies on the physical level, will be popular and compelling."

Similarly buoyed up on the promise of a brave new cyborg future is Kevin Warwick, a cybernetics researcher at Reading University who has been experimenting with transferring emotional feelings via electrodes. His wife, Irena, has agreed to have an implant stitched into her brain that will receive emotional signals relayed from Warwick's brain to discover if they can experience each other's feelings. The results of this ongoing piece of research are as yet inconclusive; but the ambition itself is more interesting than the actuality.

Kevin Warwick's anxieties are altogether different. He worries that with the ever-increasing sophistication of machines, it will be we humans who become a "lower form of life". If we can't beat the ever-expanding power and intelligence of machines, he is saying, then let's join them: "We humans can evolve into cyborgs."

The long-term debate about the contrast between humans and the machines of our devising looks set to heat up in the near future. The nub of the dispute is whether human consciousness itself can be replicated in machines, and whether computer intelligence will outstrip human intelligence at every level. Roger Penrose, the Oxford mathematician, insists that there are kinds of mathematics that are non-computational and can only be solved by humans. He was moved to write a fierce book on the subject, The Emperor's New Mind, to combat the views of one machine-intelligence enthusiast, the American scientist Hans Moravec.

But Penrose warns that if computers and computer-guided robots outstrip us, it would be a naive hope that we could collaborate with them to resolve the world's troubles: "If the computer-guided robots turn out to be our superiors in every respect, then will they not find they can run the world better without the need of us at all?" At worst, our "mind children" might do away with us. At best, he thinks, they'd turn us into their pets.

The short-term future of machine-human interpenetration lies with the prosthetic ambitions of surgeons like Tipu Aziz and patients like Susan Brandon. Three weeks after her operation, Susan tells me she is functioning better than she has for years. "It's a miracle. I am my old self again, no tremor and no rigidity. The apomorphine pump was a blessed nuisance and was only in place 12 hours a day; I was always being caught out. The electrode implants give me 24-hour relief." She says she had no discomfort after the operation and cannot feel the impulse generator. She is now completely off the apomorphine.

Aziz's aims are strictly limited compared with the outer reaches of implant dreams. He wants to give his patients a normal everyday life rather than abilities beyond the given of nature. Exorbitantly expensive, still relatively crude, the technology is in its infancy. In time, with improved stereotactic surgery, the cost of the operation may come down. For the present, its expense is justified by the savings on alternative therapies like apomorphine. And there's also the research feedback. Neurosurgeons like Aziz are eager to extend the technique to depression. While psychiatrists, such as Raj Persaud of the Maudsley, have gone on record issuing caution, stressing the psychological complexity of human depression, a research team in Louvain, Belgium, has already pioneered the successful use of deep-brain stimulation for such obsessive-compulsive disorders as phobias and anxieties.

Meanwhile, the array of synthetic materials, miniaturisation, and sophisticated scanning is poised to take implant technology to new levels of application. The first huge step could be to get Christopher Reeve out of his wheelchair. But given the allure of financial rewards in the realms of entertainment and the military, Kurzweil's cyborg dreams, and Roger Penrose's machine-intelligence nightmares, may not be far behind.

This is a science and technology that requires vigilance, and attentiveness to social and ethical consequences. New genetics and repro-technology caught out the ethicists, as research speedily outstripped our moral norms. The advent of the new "interfaces" could equally find us napping.

European petition against Directed Energy Weapons (DEW)

Between September and October 2003, this list has been informed that a European petition against abuses of Directed Energy Weapons, which lists different documented suggestions about the devices used, the risks and wrongdoings, the difficulties encountered by people afflicted by these crimes and which asks that measures be taken, was being sent to the President of the European Parliament.

The petition has in fact been signed by 135 people between late summer 2003 and March 2004. In March a new file with some pictures and the text of the new Michigan State law 4513 and 4514 against electronic terrorism has been added to the documents supporting the petition.

Now we are glad to announce that end of May the President of the Petition Commission has declared this petition admissible. Erfahrungsbericht

Es begann während meines Diplom-Pädagogik-Studiums 1997. Ich radelte von einem Pädagogik-Seminar nach Hause, da vernahm ich plötzlich auf der Straße von Menschen, die mir begegneten, Stimmen. Es waren Wortfetzen, Satzfragmente, zusammenhangloses Zeug , das von außen auf mich einströmte. Ich war verblüfft, registrierte jedoch sofort, dass die Menschen auf der Straße, tatsächlich nichts sagten. Vom ersten Moment an wußte ich, dass diese Beeinflussung von außen gesteuert wurde, dass es also keine nervöse oder innerpsychische Entgleisung meinerseits war.

Die Einflüsse veränderten sich, neben den Stimmen, die zunehmend von "innen, in meinem Kopf" auf mich einwirkten, kamen Irritationen durch Menschen hinzu, die sich "scheinbar" über mich unterhielten, dieses aber indirekt. Oft riefen sie mir etwas zu, gaben mir Zeichen wie Agenten einer anderen Sphäre. Ich hatte den Eindruck, sämtlichen Menschen, die in meiner Umgebung waren, ausgeliefert zu sein. Sie schienen informiert zu sein, über mich, über mein Leben, über das was ich tat. Ich hingegen wußte von nichts. Außerdem wurde mein Bewußtsein maltretiert von Zeichen, die ich durch das Licht erhielt, durch Knacken im Fernseher und Blitze vom Himmel u.s.w.. All dieses schien mir nicht zufällig, sondern wurde gezielt so manifestiert, dass ich glauben mußte, dass es eine anonyme Macht gab und gibt, die versuchte mir mein Leben, meine Unabhängigkeit, meine Freiheit zu rauben. Ich hatte bis dato sehr unabhängig und sehr selbstbestimmt gelebt und war ein sehr frei denkender und handelnder Mensch gewesen.

Es schloß sich nach meinem Studium(1999) eine chaotische Phase der Arbeitslosigkeit an (1 Jahr), die als sehr dramatisch in Erinnerung habe. Zu dieser Zeit fühlte ich mich wirklich psychische tief verstört, durch diese Bewußtseinskontrolle. "Schizophren" hingegen war ich nie, auch wenn die Psychiatrie mir diese Diagnose aufgesetzt hat. Es scheint mir, als sei das Schubladendenken dieser Disziplin der kleinste gemeinsame Nenner zwischen Legitimität und Unrecht. Es ist bequem die Menschen durch solche Verunglimpfungen ins Abseits zu stellen und sie der "Unzurechnungsfähigkeit" zu übereignen. Tatsache war, dass ich versuchte den Einflüssen auszuweichen indem eine Flucht durch die Bundesrepublik begann. Ich floh zu meinen Eltern, von dort nach Bayern von Bayern wieder zurück und in der Zwischenzeit auch noch ins Ausland, immer in der Hoffnung, die Übergriffe könnten so gestoppt werden, denn das versprachen mir meine Stimmen.

Im Jahre 2000 bekam ich ein Arbeitsangebot in Bayern. Hier sollte alles "besser werden" versprachen meine Stimmen. Mit diesem Umzug bekam ich neuerdings Informationen zu meinen Peinigern und meiner Situation durch die Stimmen selbst. Ich war geschockt ich hörte von Forschungen die an mir vorgenommen wurden durch führende Raumfahrtunternehmen, von Übergriffen durch die Mafia politisch initiiert u.s.w.. Leider belogen meine Stimmen mich auch regelmäßig, so dass ich hierdurch keine verläßliche Informationsquelle erhielt. Die Zeit in Bayern war eine einzige Tortur. Ich wurde reglerecht gefoltert. Zu dieser Zeit begannen auch die Bestrahlungen meines Körpers.

1. Bestrahlung (Punkt und Flächenbestrahlung) einzelner Körperteile als Information über einzelne Interessengruppen, die durch mich "an sind", die Profit schlagen aus mir bzw. indirekt verbunden sind mit mir. Die Kenntnis der Interpretation, erfolgte einer jahrelangen Indoktrination und Lehre über den Charakter dieser Interessengruppen (durch Erfahrung und Stimmen) und die Entschlüsselung von Codes hinter denen sie sich verbergen.

Massivst Bestrahlung der Genitalien und einer Operationsnarbe (die ein Metallimplantat von 1989 enthält) mit Verbrennungsblasen und Sekretabsonderung.

2. Systematischer Schlafentzug. Scheinbar genau Messung der Übergänge von Flach- in Tiefschlafphasen und das systematische "Wecken" durch automatische Körperzuckungen.

3. Stimmenhören z. T. strategische Irreführung, aber auch Informationscharakter (unzuverlässig, da häufig lügenhaft). Wecken durch laute Stimmen, Einschüchterung und Drohung mit dem erklärten Ziel mich in den Selbstmord zu treiben. Z. B. Drohungen, dass meine Niere durch Strahlung zerstört wird. Dialogführen in Gedanken.

4. ständige Besetzung meiner Aufmerksamkeit, dass ich kontrolliert werde. Dies geschieht durch Blitze vor den Augen und Lichtflackern die ich als Signale auf mein Denken, mein Handeln, mein Fühlen, mein Sprechen, deute. Zerstörung von Privatheit und Intimität.

5. Störung des Gefühllebens (die Gefühle werden "abgeschaltet"). Besonders schlimm, die Bestrahlung der Genitalien mit der Herstellung einer Verbindung zwischen "Scheid" = " Scheiden" = "Scheide") verbunden mit sexuellen Störungen.

6. Berufliche Disqualifizierung durch indirekte Diffamierung meiner Person von Schülern und Kollegen. Verlust von Autorität durch Information der Schüler und Kollegen darüber, dass ich ihr Opfer sei, dass sie mich kontrollieren können. Komplette Involvierung meiner Umgebung / Mitmenschen und systematische Beeinflussung dieser gegen mich zu ihrem Vorteil ( Bestechung!).

Aufbauen von Feindbildern (beruflich und privat / Freundeskreis) mit dem Ziel meiner Isolation.

7. Ich bin angeblich Mittler für sogenannte "Schlüssel", die andere befähigen mich zu kontrollieren durch "Sehen". Während eines zweijährigen Aufenthalts in Nürnberg erhielten Kollegen und Schüler solche "Schlüssel", wird gesagt. Ich selbst verabscheue diese Form von Kontrolle und habe auch selbst nie einen "Schlüssel" gehabt, noch strebe ich danach. Indirekte Aufforderung, Drängen mit Leuten mitzugehen die mich draußen abfangen und mir deuten ich solle mit ihnen mitkommen. (Wartende Leute an Bahnhöfen, die mich zu sich winken). Stimmen erklären ich "muß" selbst kontrollieren.

8. Stimulation der Haut mit dem Gefühl es laufen "Insekten" darüber, was Ekelgefühle erzeugt.

9. Ich leide unter massiven Eingriffen in mein Denken, mir wird gesagt ich solle "verblöden" durch permanentes Vollstopfen mit Schwachsinn. Auch werden meine Gedankengänge durch Stimmen unterbrochen und ich leide dadurch an der Verflachung und Kürze der Gedanken. Mein Konzentrationsvermögen und meine Merkfähigkeit sind gestört durch diese Übergriffe.

Nach zwei Jahren in Bayern war ich psychisch und körperlich am Boden. Abgemagert auf 47 kg, nervlich ausgezehrt, flüchtete ich zurück gen Norden. Meine Stimmen hatten vor, mich in den Selbstmord zu treiben, das erklärten sie. Ich solle beseitigt werden, ohne dass sich jemand die Hände schmutzig macht, war ihr Kanon. Dazu diente das systematische Treiben in die Hoffnungslosigkeit. Die Stimmen machten mir Mut, gaben mir Hoffnung, um sie dann wieder zu zerstören. Ich sollte mürbe gemacht werden, glaubte, in meiner Not aber den Stimmen, die mich einmal um die Welt jagten in der Aussicht, ich könne die Torturen dadurch loswerden. In der Zwischenzeit mußte ich ein Kind abtreiben, da ich dermaßen unter Beschuß stand, dass ich mich nicht in der Lage sah diesen kleinen Menschen in die Welt zu setzen. Ich hörte, ich würde all diese destruktiven Einflüsse auf mein Kind übertragen. Mir wurde gesagt, ich habe Resonanzgeber im Blut durch eine Infusion, die ich nach einem massive Magen-Darm-Infekt in Asien erhielt, die mit Strahlung reagieren. Bis heute habe ich auch diesbezüglich niemanden gefunden der mir diese hochreaktive Substanz im Blut nachweist.

In Norddeutschland angekommen (erneut arbeitslos), begann ich strategisch nach Hilfe zu suchen, ich informierte zahlreiche Menschen über mein Erlebtes. Damit begann eine Odyssee durch sämtliche institutionelle Instanzen, denen ich mich anvertraute und bei denen ich Hilfe suchte. Während meine Umwelt fest davon überzeugt war, dass es sich bei mir um eine psychische "Krankheit" handelt, suchte ich nach den wahren Auslösern dieser Übergriffe und Manipulationen. Ich schrieb Briefe, telefonierte, mailte nach Italien, in die USA. Ich wurde vorstellig bei Rechtsanwälten, Gericht, mehrfach bei der Polizei, bei Physikern, Geheimdienstexperten, Mediziner, Psychologen etc. etc. etc.. ohne durchschlagenden Erfolg. Mangels Beweisen kam es zu keiner Anzeige gegen diese Verbrecher bei der Polizei und viele Adressaten blieben mir eine Antwort schuldig. Ich schloss mich dem Verein Netzwerk Stimmenhören in Berlin an und bekam dort Unterstützung und Hilfe, ansonsten erlebte ich durchweg viel Hilflosigkeit und Unverständnis.

Mittlerweile arbeite ich als Pädagogin (scheinbar weitgehend geschützt) und habe mein Leben im Griff. Die Übergriffe sind weniger, aber nach wie vor da. Ich werde regelmäßig subtil erinnert, dass ich kontrolliert werde und ich weiß, dass die Übergriffe ohne Vorankündigung wiederkehren können. Einen Anlaß für diese Kontrolle gibt es nicht. Eine Einfallschneise für Strahlung ist über meinem Bett, so dass die Bestrahlungen oft nachts oder früh morgens erfolgen. Die Stimmen sind gemäßigt. Ich lebe in einer permanenten Ungewißtheit und Angst, ?wann? und ?ob? ich wieder beschallt und bestrahlt werde und mit welcher Intensität. Unter dieser Maßgabe bin ich zum Minimalisten geworden und genieße jeden Tag, den ich in Ruhe gelassen werde. Eine wirkliche Perspektive für mein Leben ist das nicht. Ich habe längst begonnen die Erinnerung an die unmenschlichen und erniedrigenden Foltermethoden zu verdrängen, denn ihre Gewaltsamkeit und die Verachtung sämtlicher Grundrechte ist unerträglich. Mit meinem Erlebten fühle ich mich weitgehend alleingelassen. Die Psychiatrie kennt als Antwort auf mein Trauma nur die Verschreibung von Medikamenten, die das Geschehen zwar nicht ändert, aber mich "unempfindlich" macht und vieles "wegdämpft". Die menschenverachtenden Qualen werden dadurch jedoch nicht beseitigt, sondern indirekt unterstützt.

Ich bin dankbar für den Austausch unter Betroffenen, die ähnliche Dinge erleiden müssen und mußten wie ich. Es ist zwar gegenüber den Tätern keine Genugtuung, keine ausgleichende Gerechtigkeit da, aber es ist zumindest ein Erleichterung, mit dem Erlebten nicht allein zu sein.

Am Anfang stand der Nachbarschaftsstreit, was sich über einige Zeit hinzog. Dies uferte dann aus, indem die Verbrecher den Sozialrichter anschrieben, mit der Bitte mir einen Betreuer zur Seite zu stellen. Da sie sich " große Sorgen " um meinen Gesundheitszustand machen. Es erschien daraufhin ein Psychater, der sich mit mir über 1 Stunde unterhielt. Seine Meinung hierzu lautete, "Die wollen wohl Ihre schöne Wohnung haben."

Diese Sache war nun abgehakt, da wurde es auf eine andere Art gemacht. Die Verbrecher erstatten nun unentwegt Anzeigen bei der Polizei, es folgten reihenweise Klagen, die Täter wurden sogar handgreiflich, schlugen mich zusammen und wollten mich einschüchtern. Der Inhalt der Klagen, die bis zum heutigen Tag andauern, sind gelogen, erfunden oder es sind Bagatellen. Es wurde auch in der Nachbarschaft versucht mich als bekloppt und unglaubwürdig hinzustellen. Die Verbrecher selbst stellen sich immer als arme Opfer dar.

Paralell dazu liefen ständige Bestrahlungen, in Hände, Füße, die dann reglmäßig anschwellen und rot und blau werden, in die Scheide, Kopf, Herz, Lunge, Magen, Augen, Zähne. Hinzu kommen Übelkeit, Gleichgewichtsstörungen, kurze Zeit ins Koma fallen. Keine Nacht darf man schlafen, vielleicht mal 1-2 Stunden, am Tage ist ebenfalls nicht an Schlaf zu denken. Man wird laufend wieder wachgeschossen. Ich stehe unter ständiger Beobachtung, wann ich komme, wann ich gehe, wer zu mir kommt, wie lange der Besuch bleibt u.s.w. Ich werde auch beschossen, wenn ich unterwegs bin. Autos fahren mir nach und übernehmen dann die weitere Besendung.

Mein Auto, meine Wohnung und ich selbst wurden von dem Verbrecher fotografiert. Für welchen Zweck? In meine Wohnung ist man auch eingedrungen, ohne Spuren zu hinterlassen, trotz 2 Sicherheitsschlösser.

Ich habe bereits Anzeige bei der Polizei erstattet und der Polizeimeister glaubt mir und hat alle Unterlagen an die Staatsanwaltschaft überstellt. Die Staatsanwaltschaft hat bereits zweimal mit mir korrespondiert und wartet auf Meßergebnisse. Die Anzeige läuft allerdings unter "unbekannt", obwohl ich zu 99% weiß, wer der Verbrecher ist.

Noch einmal zu den sichtbaren Körperschäden. Die Einschußstellen an den Beinen dehnen sich mit der Zeit aus und verschmelzen zu einem großen Brandmal:

Weapons that can incapacitate crowds of people by sweeping a lightning-like beam of electricity across them are being readied for sale to military and police forces in the US and Europe.

At present, commercial stun guns target one person at a time, and work only at close quarters. The new breed of non-lethal weapons can be used on many people at once and operate over far greater distances.

But human rights groups are appalled by the fact that no independent safety tests have been carried out, and by their potential for indiscriminate use.

There had been an ongoing controversy over health effects of electromagnetic fields (EMF) for years (e.g., extremely low frequency radiation and the Navy's Project Seafarer; emissions of high power lines and video display terminals; radar and other military and industrial sources of radio frequencies and microwaves, such as plastic sealers and molders.) Less is known of Department of Defense (DOD) and Central Intelligence Agency (CIA) interest in anti-personnel applications of the invisible energies. The ability of certain parameters of EMF to cause health effects, including neurological and behavioral disturbances, has been part of the military and CIA arsenal for years.

Capabilities of the energies to cause predictable and exploitable effects or damages can be gleaned from discussion of health effects from environmental exposures. Interestingly, some scientists funded by the DOD or CIA to research and develop invisible electromagnetic weapons have voiced strong concern (perhaps even superior knowledge or compensatory to guilt) over potentially serious consequences of environmental exposures.

Eldon Byrd who worked for Naval Surface Weapons, Office of Non-Lethal Weapons, was commissioned in 1981 to develop electromagnetic devices for purposes including "riot control," clandestine operations and hostage removal. In the context of a controversy over reproductive hazards to Video Display Terminal (VDT) operators, he wrote of alterations in brain function of animals exposed to low intensity fields. Offspring of exposed animals "exhibited a drastic degradation of intelligence later in life... couldn't learn easy tasks... indicating a very definite and irreversible damage to the central nervous system of the fetus." With VDT operators exposed to weak fields, there have been clusters of miscarriages and birth defects (with evidence of central nervous system damage to the fetus). Byrd also wrote of experiments where behavior of animals was controlled by exposure to weak electromagnetic fields. "At a certain frequency and power intensity, they could make the animal purr, lay down and roll over."

Notorious Jose Delgado, advocate of a psycho-civilized society through mind control, no longer implants electrodes in the brains of mental patients and prisoners; he now induces profound behavioral changes (hyper-activity, passivity, etc.) by exposing animals to precisely tuned EMFs. He has also written of genetic damage produced by weak EMF fields, similar to those emitted by VDTs. Invariably, brain tissue damage and skeletal deformation was observed in new born chicks that had been exposed. He was concerned enough to check emissions from the appliances in his kitchen.

Ross Adey induces calcium efflux in brain tissue with low power level fields (a basis for the CIA and military's "confusion weaponry") and has done behavioral experiments with radar modulated at electroencephalogram (EEG) rhythms. He is understandably concerned about environmental exposures within 1 to 30 Hz (cycles per second), either as a low frequency or an amplitude modulation on a microwave or radio frequency, as these can physiologically interact with the brain even at very low power densities.

Microwaves

Microwave health effects is a juncture where Department of Defense and environmental concerns collide and part ways.

Security concerns, according to Sam Koslov of Defense Advanced Research Projects Agency (DARPA), first prompted U.S. study of health effects of low intensity (or non-thermal) microwaves. At times, up to 70-80% of the research was funded by the military. From 1965 to 1970, a study dubbed Project Pandora was undertaken to determine the health and psychological effects of low intensity microwaves, the so-called "Moscow signal" registered at the American Embassy in Moscow. Initially, there was confusion over whether the signal was an attempt to activate bugging devices or for some other purpose. There was suspicion that the microwave irradiation was being used as a mind control system. CIA agents asked scientists involved in microwave research whether microwaves beamed at humans from a distance could affect the brain and alter behavior. Dr. Milton Zarat who undertook to analyze Soviet literature on microwaves for the CIA, wrote: "For non-thermal irradiations, they believe that the electromagnetic field induced by the microwave environment affects the cell membrane, and this results in an increase of excitability or an increase in the level of excitation of nerve cells. With repeated or continued exposure, the increased excitability leads to a state of exhaustion of the cells of the cerebral cortex."

Employees first learned of the irradiation ten years after Project Pandora began. Before that, information had been parcelled out on a strict "need to know" basis, which excluded most employees at the compound. Due to secrecy, and probably reports like Dr. Zaret's, Jack Anderson speculated that the CIA was trying to cover up a Soviet effort at behavior modification through irradiation of the U.S. diplomats, and that the cover up was created to protect the CIA's own mind control secrets.

Finally, an unusually large number of illnesses were reported among the residents of the compound. U.S. Ambassador Walter Stoessel developed a rare blood disease similar to leukemia; he was suffering headaches and bleeding from the eyes. A source at the State Department informally admitted that excessive radiation had been leaking from his telephone; an American high frequency radio transmitter on the roof of the building had, when operating, induced high frequency signals well above the U.S. safety standard through the phones in the political section, as well as in lines to Stoessel's office. No doubt, National Security Agency or CIA electronic devices also contributed to the electromagnetic environment at the embassy, although values for these were never released, as they are secret. Stoessel was reported as telling his staff that the microwaves could cause leukemia, skin cancer, cataracts and various forms of emotional illness. White blood cell counts were estimated to be as high as 40% above normal in one third of the staff, and serious chromosome damage was uncovered.

The Soviets began research on biological effects of microwaves in 1953. A special laboratory was set up at the Institute of Hygiene and Occupational Diseases, Academy of Medical Sciences. Other labs were set up in the U.S.S.R. and in Eastern Europe that study both effects of microwaves and low frequency electromagnetic radiation.

Years ago, in the halls of science, complaints could be heard that Soviet experiments regarding bio-effects couldn't be duplicated due to insufficient details in their scientific literature, although, according to one DOD official, 75% of the U.S. papers on the subject carried insufficient parameters for duplication. Scientists even questioned, with McCarthy like sentiments, whether the Soviets were attempting to frighten or disinform with false scientific reporting of bio-effects. It was unthinkable, according to cruder scientific theory, that non-thermal levels of microwaves could cause harm. Impetus for a study of such effects came not from concern for the public, but rather in the military and intelligence community's suspicion of the Soviets, and their equally strong interest in developing exploitable anti-personnel effects - an interest that continues unabated today.

The CIA and DOD "security" concerns metamorphosized into research and development of invisible weapons capable of impacting on health and psychological processes. In fact, due to the finding of startling effects, DARPA's security became even tighter, and a new code name - "Bizarre" - was assigned to the project.

Military Disinformation

Scientist Allen Frey of Randomline, Inc. was always more interested in low intensity microwave hazards: thermal effects were known. During Project Pandora, the Navy funded such projects of his, as how to use low average power intensities, to: induce heart seizures; create leaks in the blood brain barriar, which would allow neurotoxins in the blood to cross and cause neurological damage or behavioral disorders; and how to produce auditory hallucinations or microwave hearing, during which the person can hear tones that seem to be coming from within the head or from directly behind it.

In 1976, the Defense Intelligence Agency (DIA) released a report in which they attributed the results of Dr. Frey's studies to the Soviets. According to Dr. Frey, who acknowledges that his work was misattributed, he had thought up the projects himself. The DIA, but not the CIA, is allowed to use "mirror imaging" and "net assessment" in their reports, ie., respectively, the attribution of one's own motives and weapons capabilities to "the other side", in this case, the Soviets. It follows, that there is nothing to prevent them from releasing a report prepared in this manner, and thus muddy the water of decision making, pervert public opinion, stoke up congressional funding or enlist the support of naive scientists to counter "the threat". There was strong convern over CIA disinformation abroad, leaking back to the home front, through the American press, but apparently the DIA, at least on some issues, can dish it up with impunity.

Dr. R.O. Becker, twice nominated for the Nobel prize for his health work in bio-electromagneticsm, was more explicit in his concern over illicit government activity. He wrote of "obvious applications in covert operations designed to drive a target crazy with "voices." The 1976 DIA report also credits the Soviets with other capabilities, stating, "Sounds and possibly even words which appear to be originating intercranially can be induced by signal modulations at very low power densities." Dr. Sharp, a Pandora researcher at Walter Reed Army Institute of Research, some of whose work was so secret that he couldn't tell his boss, conducted an experiment in which the human brain has received a message carried to it by microwave transmission. Sharp was able to recognize spoken words that were modulated on a microwave carrier frequency by an "audiogram", an analog of the words' sound vibrations, and carried into his head in a chamber where he sat.

Dr. James Lin of Wayne State University has written a book entitled, Microwave Auditory Effects and Applications. It explores the possible mechanisms for the phenomenon, and discusses possibilities for the deaf, as persons with certain types of hearing loss can still hear pulsed microwaves (as tones or clicks and buzzes, if words aren't modulated on). Lin mentions the Sharp experiment and comments, "The capability of communicating directly with humans by pulsed microwaves is obviously not limited to the field of therapeutic medicine."

What is frightening is that words, transmitted via low density microwaves or radio frequencies, or by other covert methods, might be used to create influence. For instance, according to a 1984 U.S. House of Representatives report, a large number of stores throughout the country use high frequency transmitted words (above the range of human hearing) to discourage shoplifting. Stealing is reported to be reduced by as much as 80% in some cases. Surely, the CIA and military haven't overlooked such useful technology.

Dr. Frey also did experiments on reduction of aggression. Rats who were accustomed to fighting viciously when their tails were pinched, accepted the pinching with relative passivity when irradiated with pulsed microwaves in the ultra high frequency rage (UHF) at a power density of less than 1,000 microwatts/cm^2. He has also done low intensity microwave experiments degrading motor coordination and balance. When asked about weapons applications of his work, he answered by referring to himself as "just a biological theorist", and his work for the Navy, "basic medical research."

Lies Before Congress

In 1976, George H. Heilmeier, director of Defense Advances Research Projects Agency (DARPA) responded to a mailgram to President Ford from Don Johnson of Oakland, paraphrasing Johnson's concern, and assuring him that the DARPA sponsored Army/Navy Pandora experiments were "never directed at the use of microwaves as a surveillance tool, nor in a weapons concept." Don Johnson lingered in the memory of one DOD official who sponsored microwave research in the 1970s. Johnson was enigmatically described as "brilliant... schizophrenic... he knew too much... a former mental patient... buildings where work was done." (Scientists who have disagreed with the DOD on health effects of microwaves and on the U.S. exposure standard, have received scant more respect and have had their funding cut.)

The next year, Heilmeier elaborated in a written response to an inquiry before Congress. "...This agency [DARPA] is not aware of any research projects, classified or unclassified, conducted under the auspices of the Defense Department, now ongoing, or in the past, which would have probed possibilities of utilizing microwave radiation in a form of what is popularly known as 'mind control.' We do not foresee the development, by DARPA of weapons using microwaves and actively being directed toward altering nervous system function or behavior. Neither are we aware of any of our own forces... developing such weapons..." Lies Exposed

Finally, memoranda were released that rendered the goals of Pandora transparent. Richard Cesaro, initiator of Pandora and director of DARPA's Advanced Sensor program, justified the project in that "little or no work has been done in investigation of the subtle behavioral changes which may be evolved by a low-level electromagnetic field." Researchers had long ago established that direct stimulus of the brain could alter behavior. The question raised by radio frequencies - microwaves or radio frequencies of the UHF or VHF band - was whether the electromagnetic could have a similar effect at very low levels. Pandora's initial goal: to discover whether a carefully constructed microwave signal could control the mind. In the context of long term, low-level effects: Cesaro felt that central nervous system effects could be important, and urged their study "for potential weapons applications." After testing a low-level modulated microwave signal on a chimpanzee, and within approximately a week causing stark performance decrements and behavioral disorganization. Cesaro wrote, "the potential of exerting a degree of control on human behavior by low-level microwaves seems to exist." On the basis of the primate study, extensive discussions took place and plans were made to extend the studies to humans.

According to a former DOD security analyst, one such microwave experiment with human subjects took place at Lorton Prison in the early 1970s. He said that such research (in a weapons context) has occurred on behavioral effects of microwaves since 1976. He also asked, "Why are you so concerned about then? What about now? They can call anyone a terrorist. Who are they using it on now?"

Behavioral Effects

In June, 1970, a government think tank, Rand Corporation, published a report by R.J. MacGregor, entitled "A Brief Survey of Literature Relating to Influence of Low Intensity Microwaves on Nervous Function." After noting that the U.S. microwave guideline in effect in 1970 for the public, 10,000 microwatts/^2 (now the industrial and military "guideline"), is proscribed from consideration of the rate that thermal effects are dissipated, the author, a specialist in modeling neural networks, states that scientific studies have consistently shown that humans exhibit behavioral disturbances when subjected to non-thermal levels of microwaves, well below this level. The symptoms that MacGregor lists for those humans exposed more or less regularly at work or in the living environment are insomnia, irritability, loss of memory, fatigue, headache, tremor, hallucination, autonomic disorders and disturbed sensory funtioning. He reports that swelling and distention of nerve cells have been produced at intensities as low as 1,000 microwatts/cm^2 (the current U.S. guideline for the public).

In a companion Rand paper, June, 1970, entitled "A Direct Mechanism for the Direct Influence of Microwave Radiation on Neuroelectric Function," MacGregor sets forth the idea that the electrical component of microwave radiation induces transmembrane potentials in nerve cells and thereby disturbs nervous function and behavior.

Microwaves penetrate and are absorbed more deeply so that they can produce a direct effect on the central nervous system. With smaller wave lengths the principal absorption occurs near the body surface and causes peripheral or "lower" nervous system effects.

Dr. Milton Zaret who analysed neurological effects for the CIA during Project Pandora (he is now one of the few doctors willing to take the government on by testifying on behalf of plaintiffs filing claims for microwave health damage), wrote that, "receptors of the brain are susceptible and react to extremely low intensities of microwave irradiation if this is delivered in accordance with appropriate "coding." Coding is reported to be influenced by the character of the signal so as to be a function, for example, of the shape and amplitude of the pulse or waveform.

Remotely Reinforcing Specific Brain Rhythms

Dr. Ross Adey, formerly of the Brain Research Center at University of Southern California, Los Angeles, now at Loma Linda University Medical School, Loma Linda, California, was among the first of the Pandora researchers. His work is more precise in inducing specific behavior, rather than merely causing disorganization or decrements in performance -that is, apart from his studies on inducing calcium efflux in brain tissue, which causes interference with the fucntioning of the brain and is one basis of "confusion weaponry."

More specifically, Adey's thesis is that if the electroencephalogram (EEG) has informational significance, one can induce behavioral changes if one imposes environmental fields that look like EEG. During Adey's career, he has correlated a wide variety of behavioral states with EEG, including emotional states (e.g., stress in hostile questioning), increments of decision making and conditioning, correct versus incorrect performance, etc., and he has imposed electromagnetic fields that look like EEG, which has resulted in altered EEG and behavior.

In published accounts of Adey's work, he has shown that it is possible to apply low biologic frequencies by using a radio frequency carrier modulated at specific brain frequencies. He demonstrated that if the biological modulation on the carrier frequency is close to frequencies in the natural EEG of the subject, it will reinforce or increase the number of manifestations of the imposed rhythms, and modulate behavior.

The conditioning paradigm: animals were trained through aversion to produce specific brain wave rhythms; animals trained in a field with the same rhythm amplitude modulated on it, differed significantly from control animals in both accuracy and resistance to extinction (at least 50 days versus 10 in the controls). When the fields were used on untrained animals, occurrence of the applied rhythm increased in the animals' EEG.

Dr. Adey is an accomplished scientist, which leads one to believe the significance of this experiment goes beyond mere reinforcement of the animal's brain waves. Did the rhythms that he chose to apply have special significance with relation to information processing or conditioning? The 4.5 theta rhythm that he applied was the natural reoccuring frequency that he had measured in the hippocampus during a phase of avoidance learning. The hippocampus, as Adey wrote in an earlier paper, "...involves neural processes connected with consolidation of memory traces. It relates closely to the need for focusing attention, and the degree to which recapitulation of past experience is imposed." One might add, to ensure survival.

Does it follow that an EEG modulated carrier frequency can be used to enhance human avoidance learning? You bet, provided the same careful procedures are followed with humans as were with animals, the same result would accrue. Recall again the goals of Pandora - to discover whether a carefully constructed electromagnetic signal could direct the mind.

The obvious question becomes, how many and with how much accuracy can behavioral states or "frames of mind" be intentionally imposed, that is, apart from the certain technological capability to promote disorganization and degradation of perception and performance through use of the fields.

In fact, many components of learning or conditioning including affect (i.e., "feeling" or emotional states) can be imposed through use of the fields from a distance. E.g., behavioral arousal, orienting reflex, subliminal stress (alarm reaction without realization of the contextual significance), so-called levels of consciousness, inhibition of cerebral functions, which would render one more susceptible to suggestion or influence, and so on. All components necessary to produce behavioral conditioning, including ways to provide contextual significance, can be applied from a distance (i.e., without direct brain contact, as was necessary in older behavior modification experiments.) Applications

The end of Project Pandora may have signified the end of research into the cause of effects of the varying frequencies registered at the American embassy in Moscow - some known to be due to CIA and National Security Agency equipment, but interest in microwave and biological frequency weapons did not wane. Indeed, there are indications of applications. As we have seen, research that began in response to a security concern, transformed almost overnight into a search for weapons applications, while cloaked in disinformation about the Soviets. What types of weapons?

There Are Three Possibilities:

(1) that microwaves, perhaps modulated with low biological frequencies, are used from a distance to cause performance decrements and disorganization by interfering with neuro-electric function; or by causing central nervous system effects, subjective feelings of ill health, or health syndrome associated with periodic exposures at intensities below 10,000 microwatts/cm^2;

(2) that microwaves are used to create organ specific effects, e.g., tissues with less blood circulation, like the gall bladder, lens of the eye, etc., can compensate less to increased heating; heart disfunctions can be caused; lesions or necrosis of internal tissues can be induced without a subject necessarily feeling heat, and symptoms might manifest later, at certain frequencies, slight heating or "hot spots" can be created at the center of the head; there is an ongoing Navy contract to find parameters to disrupt human metabolic functions; or

(3) that they are used in an interdisciplinary approach to remote conditioning by creating information processing effects, as Dr. Adey's work shows, or to induce "feeling" or "emotional" elements of cognition, such as excitatory reactions, subliminal stress, behavioral arousal, enhanced suggestibility by inhibition of higher functions, or various other EEG or behavioral effects.

There are strong indications that microwaves have been used to cause the decrements. There is no question but that the U.S. military and the CIA know the behavioral or psycho-active significance of applied biological rhythms and other frequencies, as this was part of the thrust of their work during Pandora. Inducing emotion or feelings through use of electromagnetic fields, and then sychronizing the feelings with words (symbolic of ideas) would be an effective way to induce preferences or attitude change, because it would mirror natural thought processes. The question seems less whether conditioning through use of covert technology is possible, than whether there has been a policy choice to use it. If the results of their research are used as part of a system that can condition behavioral responses from a distance, it is a secret that they hold close like a baby.

Richard Helms wrote of such a system in the mid-1960s while he was CIA Plans Director. He spoke of "sophisticated approaches to the 'coding' of information for transmittal to population targets in the 'battle for the minds of men'..." and of "an approach integrating biological, social and physical-mathematical research in attempts... to control behavior." He found particularly notable, "use of modern information theory, automata theory, and feedback concepts... for a technology for controlling behavior... using information inputs as causative agents." Due to Project Pandora, it is now known that applied biological (and other) frequencies can also be used as direct "information inputs" (e.g., of feeling or emotion) and to reinforce brain rhythms associated with conditioning and information processing. One way to get such a signal into a human may be through use of a high frequency carrier frequency. Results of research into information processing, unconscious processes, decision making, memory processes and evoked brain potentials would likely be expolited or integrated in an interdisciplinary system.

Covert technological influence is not so foreign to the American way of life as one may think. It was reported in a 1984 U.S. House of Representatives hearing that high frequency audio transmissions are applied, for instance, in some department stores to prevent theft (one East Coast department store chain was reported to have saved $600,000 over a nine-month period), and in some grocery stores with the result that employee induced cash shortages significantly decreased and employees are better mannered. In other words, as Helms wrote of, verbal messages are delivered at frequencies above human hearing. Technology for commercial applications is relatively sophisticated (one studio uses a "layered" approach and 31 channels in preparing tapes; some employ a "dual coding" approach, integrating scientific knowledge of information processing modes of the two brain hemispheres, and others use techniques where a consumer is spoken to as a three year old child.) There is no U.S. law specifically regulating these types of transmission (over radio and TV a Federal Communication Commission "catch all" provision might apply). If industry uses indetectable audio transmissions to meet security concerns, it seems that the military and CIA would exploit the same technology and would have developed much more sophisticated technology for applications. The public's conception of "subliminals" is naive compared to capabilities.

It seems reasonable to conclude that to the extent that such an approach exists to manipulate behavior, "defensive" applications would consist of applying it wherever a potential threat exists or to counter a threat. For instance, Central America is an area where those in officialdom keenly feel the "threat of Soviet domination." If there is technology available that could conceivably influence Central Americans toward the Soviets, then the U.S. would use the same kind of technology to "even the score." The same is true within the U.S.; if covert technological influence might be had against Americans, the same feared technology would be applied to counter the threat. Special security risks might include peace groups, whom are felt to be threatened by Soviet influence (a big security concern in Western Europe and in the U.S.), progressives, or any group or individual felt to pose a challenge to U.S. goals subsumed under the rubric of "national security interest."

Given the nature and dubious goals of lumbering military inertia, and circuitous CIA "mirror logic", leads one to the conclusion that "defending" against possible or actual attempts to manipulate behavior means moving to the offensive, and perhps, having the "edge" with applications. Possible or actual threats, according to tenets of military and intelligence craft, means "the other side" has the technology if the United States does. Also, it would be too difficult to monitor behavior altering transmissions and to defend against them. Short of exposing such technology there would be no way to defend except by having one's own "system" (of behavioral patterns consisting of a set of signals signifying "yes" and "no," or "good" feeling and "bad" feeling that can be linked to ideas). Recall that apart from Project Pandora, the CIA spent decades during MKULTRA and related projects, devising operational techniques to surreptitiously influence and affect behavior. Workable invisible weapons are too useful for arms control talks, and don't readily lend themselves to proofs of use or "verification" processes. Additionally, the importance of finding ways to circumvent dissent may have been one of the most significant lessons of Vietnam.

Over the counter audio aside, the military has studied and considered for usefulness in a warfare and psychological warfare context a wide range of biologicals or pharmacological substances. In the memo referred to above, Helms wrote that the U.S. is five years ahead of the Soviets in pharmacological agents producing behavioral effects. Some of these substances would increase susceptibility to influence if incorporated in the multidisciplinary approach he wrote of. For difficult subscribers, perhaps in foreign parts, there are substances that have psychological or psychobiological effects ranging from subtle through devastating, and that cause increased susceptibility to conditioning. Some of these substances are similar to ones which are recognized by neurotoxicologists or behavioral toxicologists as occupational hazards; some are variations of substances used experimentally in laboratories to produce selective damage in certain neuronal tracts. Many substances needn't be injected or orally ingested, as they may be inhaled or applied with "skin transferral agents," i.e. chemicals like the popular industrial solvent, dimethylsulphoxide (DMSO), which can, in fact, enhance the applied substance's effect. For instance, some compounds cause damage that produces increased sensitivity to stimulus, distraction (or flooding of thought associations), and enhance susceptibility to influence. I.e., a state where automatic parallel information processing, which usually takes place outside of awareness, and interferes with conscious or more intentional limited channel processing. While causing acute mental symptoms wouldn't be the goal in groups, producing mild distraction, an ego weakened blurring between the sense of "I" and "you", would enhance some kinds of conditioning and promote suggestibility; then, perhaps transmitted "thought associations," "the voice of God", "lucky advice" or whatever, can more easily get through and have an effect. A side effect of lowered resistance to sub-threshold stimulus might be that some would become aware of illicit influence (even under normal circumstances there is a wide variation in sensitivity among individuals to sub-threshold stimulus; normal individuals whom psychology terms "reducers" are much more sensitive in this way; actually, most schizophrenics are extreme reducers, and therefore, much more aware of stimulus that others aren't cognizant of). Convenient to the agencies involved in covert influence, is that among primary syptoms of schizophrenia or mental illness are ideas that one is being influenced by "transmissions" (e.g. radio frequencies), "voices" or even telepathy; unless complaints about covert psychological weapons are well organized, they would tend to be discounted as indicative of mental imbalance.

There are many ways to create temporary or permanent staes that increase receptivity to suggestion and/or conditioning. It is interesting to note that scientific studies have correlated exposure to electromagnetic fields alone with mental hospital admissions and worsening of symptoms of mental patients, even as an etiological factor in the onset of mental illness. (A marker disease for exposure to microwaves is damage behind the lens of the eye; a disproportionate number of persons so damaged also suffer from mental disease or neurological impairment.)

The CIA is also interested in neuropeptides; these have profound effects when administered within a conditioning paradigm. Specific Targets

Weapons against whom? Safe to say, in order to enlist the aid of scientists, the military and CIA would act true to form, that is, to motivate and overcome reluctance due to dictates of conscience, they would evoke a serious security risk, like the Soviets, during initial phases of development. In fact, on the "unclassified" face of it, a number of reports have openly suggested use of "microwaves" against "terrorists".

Los Alamos National Laboratory, now under supervision of University of California, prepared a report for Federal Emergency Management Agency (FEMA) setting forth that use of microwave radiation on terrorists could kill them, stun them or at least modify their behavior by changing their "perceptions." At this point the cloak is donned, and the report continues: "There are reports of Eurasian communist countries performing research with combined fields of signals from several different microwave frequencies to produce at least perceptual distortions in humans."

Cable News Network recently aired a report on electromagnetic weapons and showed an official document that was a contingency plan to use electromagnetic weapons against terrorists. It wasn't made clear who the terrorists were or what the contingency was. Prior to the news show, however, reports had surfaced, the source a DOD medical engineer, that in the content of conditioning, microwaves and other modalities had regularly been used against Palestinians.

It makes sense that the Palestinians would be targeted as a group for experimental purposes and to meet strategic goals. For instance, to exacerbate discord between political factions, a "bad feeling" (biologically uncomfortable or threatening) would simply be associated through use of sound with the idea of the "other" faction. It is an easy psychological trick to induce negative attribution (where a "bad feeling" is caused to be misattributed to something in our environment): feeling, followed close in time with information input will color a thought, and become a conditioned emotional response (CER) if repeated. An excitatory autonomic reation requires a cognitive appraisal or "labelling" of the inducing cause. Both the autonomic reaction and the labelling can be transmitted from a distance using electromagnetic fields, like radio frequencies or microwaves and "sound."

Specific frequencies at low intensities can predictably influence sensory processes. Feeling: pleasantness - unpleasantness, strain - relaxation, and excitement - quiescence, can be created with the fields. Negative feelings and avoidance are strong biological phenomena and relate to survival. Feelings are the true basis of much "decision-making" and often occur as sub-threshold impressions. Anger and other negative feelings are easy to cause to be displaced, and most people believe in the "trueness" of their feelings. Ideas including names can be synchronized with the the feelings that the fields can induce.

Greenham Common

Rather than belabor the obvious, for when DOD develops a weapon it can be said with certainty that it will be tested and, if possible, where it would be useful to meet their goals; another example will put motives and, at least, one type of application in more realistic perspective.

Women peace activists have kept an ongoing vigil at the periphery of the U.S. Air Force base at Greenham in England since 1981. They are protesting build-up of nuclear weapons. The U.S. Cruise missiles, which are nuclear warheads small enough to be mounted on the back of a truck called a launcher vehicle, arrived at the base in March, 1984. Since then the women in the encampment and members of the Cuisewatch network have insured that when the launcher vehicle and its convoy are taken out into the British countryside, the "dispersal exercises" aren't as secret as the military intended them to be. The women of the network, non-violent activists, have been subjected to intense harassment in an effort to be rid of their presence.

In the Fall of 1984, things changed dramatically; many, if not most of the women began suffering illness; and, simultaneously, the massive police and military presence at the base virtually disappeared, and new and different antenna were installed at the base. In a report prepared by Rosalie Bertell, commissioner for International Commission of Health Professionals for Human Rights, a non-governmental organization based in Geneva, Switzerland, the unusual patterns of illness ranged from "severe headaches, drowsiness, menstrual bleeding at abnormal times or post-menopausal, to bouts of temporary paralysis, faulty speech coordination and in one case apparent circulatory failure requiring hospitalization."

Other symptoms documented by peace activist Kim Bealy, who coordinates investigations into reports of illness at specific places around the base, included; vertigo, retinal bleeding, burnt face (even at night), nausea, sleep disturbances and palpitations. Psychbological symptoms included lack of concentration, disorientation, loss of memory, irritability and a sense of panic in non-panic situations. The symptoms have virtually all been associated in medical literature with exposure to microwaves and most listed can be induced through low intensity or non-thermal exposures.

Measurements were taken around the base by members of Electronics for Peace and by others. Strong signals, up to one hundred times the normal background level were detected on a number of occasions. In fact, signals ten times stronger than those felt to be emanating from normal base transmitting systems were found.

The strongest signals generally appeared in the areas where the women said that they suffered ill effects. For instance, they were found to cover the women's encampment near the "green gate" (gates to the base are designated by color), but stopped abruptly at the edge of the road leading to the gate. The strength of the signals were also found to reflect the activity of the women: e.g., they increased rapidly when the women started a demonstration. Visitors to the encampment, both men and women, reported experiencing the same types of symptoms and the same pattern of variation as the Greenham women. It may be revealing that British personnel who guard the perimeter of the base work very short shifts (two hours at a time) and only for two weeks.

What else has been used against the women of Greenham Commons? If high frequency verbal transmissions are used in U.S. department stores and have a significant effect in meeting their security goals, it seems likely that the military would also exploit the same technology. What would such a message tell the women? "There is something wrong with this place, 'I' want to get out of here, 'I' don't like it here..." Perhaps auditory transmissions would be simultaneous with the transmissions that were making them feel unwell.

In a review prepared by National Bureau of Standards, Law Enforcement Standards Laboratory, for Nuclear Defense Agency, Intelligence and Security Directorate, use of low intensity microwaves was considered for application as a "psychological deterrent." The report stated, "...microwave radiation has frequently been cited as being responsible for non-thermal effects in integrated central nervous system activity. The behavioral consequences most frequently reported have been disability, listlessness and increased irritability." The report fails to mention just as frequently cited low intesity microwave health effects as chromosome damage; congenital birth defects; autonomic nervous system disregulation, including disruption of bio-cycles; impaired immune function; brain damage and other neurological abnormalities, including leaks in the blood brain barrier and depletion of some neurotransmitters; among a host of other health impairments not to be taken lightly.

A reckless form of biological and psychological control has been perpetuated whether the source of the symptoms of the Greenham Commons is radar surveillance aimed at the women, or if there is conscious application of the microwaves as a "deterrent" or a means to drive the women away. Calculated efforts were also directed at preventing or eroding community support. In the summer of 1985, women planning to visit the camp had to be notified that long term health effects might ensue for women who were pregnant or intended to be. As activist Kim Bealy put it, "It would now appear that we are protecting the missiles by killing people slowly."

Health complaints similar to those of the women at Greenham Common are being made by women peace activists at Seneca, New York, and from activists at other locations. The symptoms at Greenham seem to occur on an occasional basis now, perhaps due to the Intermediate Range Nuclear Forces (INF) treaty, which applies to the missiles housed there, or due to somewhat increased public or congressional awareness.

It is not necessary that the transmission take place from equipment in the vicinity of a target (although the Greenham women seemed to be suffering from transmissions made from within the base.) Propagation of microwaves has been very well studied and is very sophisticated, e.g., a two inch beam can be sent from a satellite, point to point, to a receiving dish on earth; and, it was reported in 1978, that the CIA had a program called Operation Pique, which included bouncing radio signals or microwaves off of the ionosphere to affect the mental functions of people in selected areas, including Eastern European nuclear installations.

In the U.S. the military has intentionally obfuscated discussion of environmental health effects. With their ally "industry" they have won, at least for the time being, the right to perpetuate their interests, to the detriment of the public's best interests. Scientists who have spoken up on the environmental impact of military microwave or electromagnetic systems have been treated as security risks, and have had their funds cut, so great is the military's concern in protecting their communications systems by ensuring themselves unlimited use of radio frequencies or microwaves.

The upshot is that in the U.S. at this time, there is no legally enforceable microwave standard. There never has been an enforceable standard for the public or the workplace. Microwaves at intensities within the suggested "guideline" have finally been shown, even by U.S. research, to cause health damage.

Worse, some industrial exposures are extraordinarily high. For instance, plastic sealers, a low income group comprised mainly of women within childbearing years, use equipment that exposes them to over 10,000 microwatts of microwaves or radio frequencies throughout an eight hour day, and in some case, to hundreds of milliwatts. As energy absorbed from their equipment flows to ground, so much heat has been felt in the ankles of some workers that they have learned to do their tasks with their feet elevated on plastic. They are not provided metal shielding as workers are in more health conscious countries.

While most of the public are only exposed to very low levels of microwaves and radio frequencies, a considerable number (between one and two percent) live or work near emitters, such as radio and television transmitters, military and airport radar, and industrial tools utilizing these frequencies. Therefore, it is likely that they are exposed to levels that have been proven to be unhealthful or downright dangerous.

Steven Siegel MD, PhD, implant researcher, closed his presentation at the Philadelphia forum on 9/25/03 with this slide: "I'm ending with a picture of an implant. We make these in our lab ourselves presently. They are about the size of a quarter. It looks like a plastic quarter. One centimeter in radius. One millimeter thick. And four of those would be enough to treat an adult, normal sized human for a year."

Researchers at the University of Pennsylvania are experimenting with surgically-implantable discs containing pellets capable of time-releasing super-powerful neuroleptic psychiatric drugs for up to a year. MindFreedom calls the device "inherently coercive."

Letzte "Rosenholz"-Lieferung durch die CIA / Material enthält Namen zehntausender HVA-Mitarbeiter

BERLIN, 20. Mai. Der amerikanische Geheimdienst CIA hat die Übergabe der vor mehr als einem Jahrzehnt erbeuteten Agentenkartei der Stasi-Hauptverwaltung A (HVA) an Deutschland im Wesentlichen abgeschlossen. In diesen Tagen wird noch eine letzte kleine Lieferung aus Washington erwartet. Insgesamt sind bislang 381 CD-Roms in Berlin eingetroffen, auf denen Kopien aus dem in den USA vorhandenen Material gespeichert sind. Die übergebene Kartei enthält die Namen von schätzungsweise 200 000 Ost- und Westdeutschen, die seit Anfang der fünfziger Jahre in den Archiven der HVA gespeichert worden sind. Zehntausende von ihnen waren als Agenten, Kuriere oder Instrukteure für die HVA tätig.

Komplizierte Aufbereitung

Kurz nach dem Fall der Mauer war es der CIA gelungen, sich in den Besitz der auf Mikrofilmen gespeicherten "operativen Registratur" der HVA zu bringen. Der Stasi-Schatz enttarnt nahezu das gesamte Quellen-Netz des Auslandsgeheimdienstes einschließlich der meist aus der DDR stammenden Kuriere und Instrukteure. 1993 ermöglichte der US-Geheimdienst seinen deutschen Partnern erstmals einen eingeschränkten Zugang zu dem Material. Verfassungsschützer durften in der CIA-Zentrale in Langley ausgewählte Kopien abschreiben. Beim Verfassungsschutz lief die Schreibaktion unter dem Codenamen "Rosenholz", der inzwischen als Synonym gilt für die der CIA vorliegende Agentenkartei.

Nach langwierigen Verhandlungen auf Regierungsebene hatte die CIA im April 2000 damit begonnen, sämtliche Teile der HVA-Kartei, die deutsche Staatsbürger betreffen, an Berlin zu übergeben. Inzwischen befindet sich das auf CD-Rom gespeicherte und intern als "Rosenholz II" bezeichnete Material in einem mit Bewegungsmelder, Code-gesicherten Türen und Videokameras ausgestatteten Hochsicherheitstrakt des Stasi-Archivs in der Normannenstraße. An besonders gesicherten Personalcomputern haben Mitarbeiter der Behörde für die Stasi-Unterlagen (BStU) damit begonnen, die von der CIA "top secret" gestempelten CD für eine spätere Auswertung durch die Behörde technisch aufzubereiten.

Eine aufwändige Tätigkeit, denn in ihrem jetzigen Zustand sind die Silberlinge für eine wissenschaftliche Analyse wertlos. So erscheinen auf dem PC-Bildschirm nach dem Einlegen der CD meist schlecht lesbare Kopien von abfotografierten Karteikarten. Unter den Faksimiles wird zusätzlich eine von CIA-Mitarbeitern ausgeführte Abschrift der zum Teil handschriftlich verfassten Karten lesbar. Diese Abschriften aber sind häufig fehlerhaft - so haben die Amerikaner etwa auf Umlaute verzichtet und ein Doppel-S durch Dollarzeichen ersetzt. Buchstaben, die auf der Vorlage nicht zu erkennen sind, wurden mit Fragezeichen gekennzeichnet. In mühevoller Kleinarbeit müssen die BStU-Mitarbeiter die Abschriften nun mit den Originalen vergleichen und gegebenenfalls korrigieren. Nur dann ist es später möglich, im Suchlauf bestimmte Namen oder Angaben am Computer zu recherchieren.

Erschwert wird die Aufbereitung noch dadurch, dass viele Karteikarten mehrfach vorhanden sind. Die Amerikaner hatten sich bemüht, schlechte Vorlagen durch technische Tricks lesbarer zu machen. Allerdings befinden sich die dabei entstandenen Dubletten fast nie hintereinander auf einer CD-Rom. Es kann also passieren, dass ein IM-Vorgang mehrfach auf verschiedenen CD gespeichert ist. Experten vermuten daher, dass sich die tatsächliche Zahl der auf den Silberlingen gespeicherten Karteikarten von jetzt noch 300 000 um ein Drittel auf rund 200 000 reduzieren wird.

In der BStU ist man überzeugt, dass sich der immense Arbeitsaufwand lohnt. Zum einen deshalb, weil sich durch die Verknüpfung der "Rosenholz"-Daten mit den Einträgen der Ende 1998 in der Gauck-Behörde entschlüsselten Sira-Datenbank der HVA die Stasi-Westspionage inhaltlich und personell nahezu komplett rekonstruieren lässt. Zum anderen hofft man, das bislang weitgehend unenttarnt gebliebene DDR-Inlandsnetz der HVA endlich aufzuklären. Damit könnten auch die Biografien mancher ostdeutscher Politiker, die in der Wendezeit aktiv waren oder noch heute in Land- und Kreistagen sitzen, eine unerwartete Korrektur erfahren.

Kaum Strafverfahren zu erwarten

Aber auch bislang unbekannten westdeutschen HVA-Spionen droht die Enttarnung. Zu strafrechtlichen Folgen könnte dies allerdings nur im Fall des noch nicht verjährten Landesverrats führen. Die bereits erfolgte Auswertung der Sira-Datenbank, in der in Kurzfassung die von den Spionen übergebenen Informationen zusammengefasst sind, hat bislang allerdings keine Hinweise auf noch ungeklärte Landesverratsfälle ergeben.

Quelle oder Kontaktperson // Der von der CIA erbeutete "Rosenholz"-Schatz besteht im Wesentlichen aus den verfilmten HVA-Archivkarteien F 16 und F 22.

Die F 16 ist die Klarnamendatei. In ihr sind die Namen aller Personen registriert, die für die HVA von Interesse waren - ob als Inoffizieller Mitarbeiter (IM), als "Zielperson" oder als "operativ interessante Persönlichkeit".

Die F 22 ist die Vorgangskartei mit den "technischen" Angaben zu den in der F 16 registrierten Personen. Durch eine Zusammenführung mit der F 16 lässt sich herausfinden, ob jemand Quelle, Kurier oder Kontaktperson war.

Ich danke Ihnen, dass Sie meinen Brief vom 10.05.04 auf Ihrer Webseite platziert haben. In der Zwischenzeit haben ich und meine Schwestern eine Welle von Foltern überlebt, wir haben starke Kopfschmerzen gehabt. Aus meiner Sicht beweist das nur, dass die Geheimdienste Angst haben, weil ihre Versuche mit Mind Control langsam in der Öffentlichkeit auftauchen. Und sie haben auch Angst, dass die Opfer von solchen Experimenten sich vereinigen und versuchen zusammen zu kämpfen.
