The system can accurately locate and identify any person wearing a small wireless "tag" device, and this information is integrated into prison monitors. It handles common prison complexities such as a multi-floor, mixed indoor/outdoor environment, as well as the need for cell-level accuracy (using AeroScout's compact Exciter choke point device.)

The two companies have developed the industry's first Wi-Fi-based RFID tag with tamper-proof capabilities. The tag, which can be read by standard Cisco wireless access points, immediately detects any attempt to remove or tamper with it. The joint development efforts have also enabled the TSI PRISM system to now use the popular Wi-Fi standard ( 2.4 GHz) as a communications protocol. The system was designed to be extended to other environments with similar needs, such as psychiatric facilities.

Gloria Naylor, the highly acclaimed author of The Women of Brewster Place, is back.

Unfortunately, the Chicago Sun-Times book editor declined to review her latest work, 1996, because the book was released a couple of months ago.

But I was fascinated by Naylor's subject -- mind-control. And, frankly, I don't think Naylor is getting her proper due. Besides being a major African-American writer, in 1996, she raises some troubling questions about the erosion of freedoms in this country and our government's ability to put someone's life under a microscope.

Published by Third World Press, 1996 is Naylor's first book in seven years.

Although there is considerable confusion over when the manuscript was actually released, an excerpt appeared in Black Issues Book Review on Sept.

1. But for the most part, Naylor's latest manuscript has been uncharacteristically marginalized.

'I am in a battle for my mind'

In a strange way, that marginalization heightens the intrigue.

The fictionalized memoir purports to detail what became of Naylor's life after she moved to a secluded stretch of St. Helena Island. Her intention was to spend a year writing in the serene island setting, plant a garden and spend time enjoying the lifestyle she had worked hard to obtain.

But shortly after moving into her home, Naylor has a run-in with an eccentric Jewish neighbor who "had at least a dozen cats." When "Eunice" refuses to keep the cats out of Naylor's garden, and Naylor ends up taking matters into her own hands, the dispute turns ugly.

Eunice's brother also happened to be the head of the National Security Agency. The bad blood between the women led to Naylor's being investigated as a drug-dealer and labeled as a dangerous anti- Semite. It wasn't long before Naylor discovered that she was being followed everywhere she went. When the harassment became unbearable, Naylor fled her Southern refuge and returned to New York, where the scrutiny escalated into mind-control.

Of course, this is where the controversy comes in. Did the events Naylor described actually happen? Did the writer suffer some kind of nervous breakdown?

"I didn't want to tell this story. It's going to take courage. Perhaps more courage than I possess, but they've left me no alternatives," Naylor writes at the beginning of her book. "I am in a battle for my mind. If I stop now, they'll have won, and I will lose myself."

A run-in with a neighbor

After giving readers the bare bones about her beginnings, Naylor shares a place that was to be her slice of heaven, but ultimately became her piece of hell.

"I would sit at a folded table in the sunroom that gave me a view of the water, drinking my morning coffee in a pink mug that said 'Hers' in blue lettering. That table, with its one chair and that mug, were my only possessions besides a trailer camping bed that I picked up secondhand. But this, indeed was mine. I looked over at the plantation house and thought about how things had come full circle. My people once worked this land as slaves, and here I was, owning part of it."

Later, after the run-in with the neighbor, Naylor describes a fictitious telephone conversation her neighbor had with her brother:

"What is it, Eunice?"

"Orwell is dead. My baby is gone."

A cat, he thinks. She's calling me about a damn cat. "Sorry to hear that, Eunice. Was it a peaceful death?

"He was poisoned."

"How do you know that?"

"I had an autopsy. It was rat poison. Gloria Naylor killed him."

"Who's Gloria Naylor?"

"A woman who lives across the road from me."

"And how do you know she did it?"

"Because she hated my cats. She told me so. And she hates me, too, because I'm a Jew."

Exorcising demons

Of course, that conversation is fiction because the only thing Naylor knows for sure is what she claims happened to her. She could only speculate about the motivations, as well as the power of people who could invade a life to the degree they invaded hers.

The author understands that some people will simply think she is using her writing to cover up a nervous breakdown.

"I can't worry about that," Naylor said during a recent telephone interview.

"With my entire career, I try to do the best that I can and leave the rest to the reader. It is just like child abuse. There are some people, when the child comes to them and says 'Uncle Johnny did X, Y, Z,' there will be some parents who will not believe the child, and there is no amount of evidence that will make them change their minds."

Given the continued debate over some provisions of the Patriot Act, Naylor's "fictionalized memoir" raises the right questions at the right time.

Writing the book was a "real catharsis," Naylor said.

"It was like purging. But really, it was no different from the other books I have written in that each of them exorcised from me some sort of demon."

Und wir dachten: Wegen der Handystrahlung müsse sich niemand Sorgen machen, über diesen Elektrosmog, der gesundheitlichen Schäden verursachen könnte - irgendwann einmal, vielleicht. Das sollten wir mal Yahya Ayyaash erzählen. Der könnte und berichten, wie gefährlich so ein Mobiltelefon wirklich sein kann. Kann er aber nicht, denn Yahya Ayyash ist tot - sein Handy hat ihm den halben Kopf weggesprengt. Eines Morgens rief Ayyashs Vater auf dem Handy an. Der Papa riet noch, eine andere Verbindung zu benutzen, weil diese von den Israelis abgehört werden könnte. Der Sohn, das muss man dazu wissen, war Mitglied der radikal-islamischen Hamas-Bewegung und beim gegnerischen Geheimdienst Shin Bet als Bombenbauer bekannt. Ayyash, Spitzname “Der Ingenieur”, beruhigte seinen Vater: “Es ist alles in Ordnung.” Und genau in diesem Moment explodierten etwa 60 Gramm Sprengstoff in seinem Handy. Ayyash war sofort tot. Die Agenten von Shin Bet hatten einen ihrer schärfsten Widersacher getötet, indem sie die ideale Waffe benutzten: ein Mobiltelefon.

55 Prozent aller EU-Haushalte besitzen mindestens ein Handy - kein anderes elektronisches Gerät ist so weit verbreitet, keines tragen wir so regelmäßig bei uns, keines so eng am Körper. Es verbindet uns mit Geschäftspartnern und Verwandten. Es informiert über Neuigkeiten und versorgt uns mit emotionaler Wärme, weil es uns erlaubt, Freundschaften über große Entfernungen aufrechtzuerhalten. Ein Werbespot für das deutsche Mobilfunknetz D1 illustrierte das schön: Ein Mann steht zwischen Umzugskartons in seiner neuen Wohnung. Er schaut traurig. Da klingelt das Handy. Er findet das Gerät, drückt auf den Empfangsknopf und seine Augen strahlen plötzlich: “Katrin”, sagt er. Weil wir die Menschen sehr lieben, die per Handy mit uns sprechen, lieben wir auch das Gerät ein wenig. Und deshalb sorgen wir dafür, dass es immer in Reichweite ist. Was ein Fehler sein könnte. Denn die Anhänglichkeit und Unbedarftheit vieler Mobilfunktelefonierer machen sich Geheimagenten ebenso zu Nutze wie Strafverfolger, Marketingspezialisten und Killer. Das Handy ist unser Freund! Das Handy kann uns sehr viel Geld kosten, unsere Freiheit und manchmal sogar unser Leben.

Der tschetschenische Präsident Dschochar Dudajew starb, weil er ein mobiles Satellitentelefon benutzte. Es war im Jahre 1996, auf dem Höhepunkt des Unabhängigkeitskrieges gegen die Sowjetunion. Der damalige russische Staatschef Boris Jelzin hatte Dudajew vorgeschlagen, den marokkanischen König Hassan II. Als Vermittler zu konsultieren. Die Russen wussten, dass der Anführer der Rebellen nun sein Satellitentelefon benutzen musste, um Hassan anzurufen. Viermal hatten sie schon versucht, Dudajew beim Telefonieren zu orten, doch jedes mal hatte der die Gespräche frühzeitig beendet. Diesmal, getäuscht durch Jelzins vorgebliche Friedensbemühungen, war er unvorsichtiger. Am 21. April telefonierte Dudajew um acht Uhr abends zunächst mit König Hassan und danach mit dem tschetschenischen Unterhändler Konstantin Borovoi in Moskau. Seine letzten Worte scheinen von tragischer Prophetie zu zeugen, waren aber wohl nur zufällig: “Russland wird noch bedauern, was es gerade tut.” Einige Sekunden später hatten die Sowjets das Signal von Dudajews mobilem Telefon geortet und gaben die Koordinaten an einen SU-25-Jet, der zwei lasergesteuerte Raketen abfeuerte. Eine explodierte direkt neben dem Rebellenchef, der von einem Schrapnell am Kopf getroffen wurde und in den Armen eines Leibwächters starb.

Der deutsche Geheimdienstexperte Andreas von Bülow, Autor des Buches 'Im Namen des Staates' weiß, dass diese perfide Mordtechnik auch von amerikanischen Agenten angewandt wird: “Dem Anführer eines Rüpelstaates oder einer anderen Person von überragend negativer Bedeutung kann es widerfahren, dass er von Washington zum Todfeind des amerikanischen Volkes erklärt wird. Ist er unter elektronischer Überwachung des Geheimdienstes, werden geeignete Rächer ihn schnell finden oder eine Rakete reitet auf dem elektronischen Strahl des Satellitenhandys ohne allzu viel Kollateralschaden ins Ziel.”

Tatsächlich hatten die USA bereits 1998 versucht, Osama bin Laden auf eben diese Weise auszuschalten - beinahe mit Erfolg. Nach den Bombenanschlägen auf US-Botschaften in Nairobi und Daressalam war bin Laden als Drahtzieher identifiziert worden. Zumindest eine der etwa sechzig Cruise Missiles, welche die Army zur Vergeltung auf Ziele in Afghanistan abfeuerte, war auf das mobile Satellitentelefon des Al-Qaida-Chefs ausgerichtet. Doch bin Laden hatte ein Treffen seiner Organisation gerade noch rechtzeitig verlassen. Dreißig seiner Leute sollen von der Rakete getötet worden sein. Seitdem meidet der meistgesuchte Mann der Welt elektronische Kommunikationsmittel.

“Mobilfunktelefone werden auch von den Israelis benutzt, um Raketen ins Ziel zu lenken”, sagte James Bamford, amerikanischer Buchautor und Experte für elektronische Spionage. Israelische Kampfhubschrauber schicken häufig Flugkörper auf Autos palästinensischer Terroristen. Die Raketen schlagen genau am Lenkrad ein, so dass der Tod des Fahrers garantiert ist. Michael Opperskalski, Mitarbeiter der Fachzeitschrift 'Geheim' und Autor eines Buches über den israelischen Geheimdienst Mossad: “Weder Yassir Arafat noch arabische Politiker lassen Handys in ihre Nähe. Die haben Angst vor Anschlägen und sind zu recht sehr vorsichtig."


Bei den Auseinandersetzungen im Gaza-Streifen und Westjordanland benutzen beide Seiten Mobiltelefone. Palästinensische Kollaborateure informieren ihre israelischen Gewährsleute per Handy, wo und wann sich ein gesuchter Terrorist aufhält, der dann gezielt liquidiert wird. Und auch die Fatah hat eine todbringende Technik ausgeheckt: Der 25-jährige Abdallah Abu-Jabr bestieg am 28. Dezember 2000 in Tel Aviv einen Bus der Linie 51 und fuhr bis Petach Tikva. Dort stieg er aus und ließ seine Sporttasche mit einem Sprengsatz zurück. Einige Minuten später zündete er die Bombe per Handy. 14 Menschen wurden zum Teil schwer verletzt.

Das Mobiltelefon als Bombenzünder ist eine besonders heimtückische Waffe. Achim Dittmar, promovierter Physiker, schreibt: “Langlebige Akkus erlauben, ein Handy auch nach Tagen von einem beliebigen Ort der Welt aus der ferne anzurufen und Funksignale zu übermitteln. Mit genügend krimineller Energie könnte ein vorbereiteter Zündmechanismus anstelle eines Telefongesprächs in Gang gesetzt werden.” Genau das ist offenbar schon passiert. Von tschechischen Tätern heißt es, sie verkauften Sprengstoff und Zünder gar im Fertig-Pack. Hat der Kunde bezahlt, wird ihm eine Handynummer genannt, die er nur noch anrufen muss, um die inzwischen deponierte Bombe aus sicherer Entfernung zur Explosion zu bringen.

Auch aus Sicht der Polizei sind Mobiltelefone gefährlich: für Verbrecher. Denn die Gesetzeshüter kennen sich inzwischen hervorragend mit moderner Kommunikationstechnik aus; auch wenn sie ungern verraten wollen, wie gut. “Wir sagen nichts dazu, wie wir Straftätern mit der Hilfe von Handys auf die Schliche kommen”, sagt Birgit Heib vom BKA. Man wolle der anderen Seite keine Tipps geben. Einiges ist trotzdem bekannt. Cüneyt Dogac, der vorvergangenes Jahr in der Hamburger Disco “J's” eine Handgranate zündete, wurde gefasst, weil die Polizei über den Mobilfunkbetreiber D2 seine Handynummer herausfand und das Gerät abhörte. “Da ist immer so ein Knacken in der Leitung. Ich glaube, die peilen mich an”, hatte Dogac noch zu seiner Freundin gesagt. Kurz darauf wurde er festgenommen.


Verständlich ist das permanent wachsende Polizeiinteresse am Mobiltelefon bei Fällen, in denen - ganz ohne Hightech - das Gerät selbst die Gefahr darstellt: Das BKA warnt vor Mobiltelefonen, die in Osteuropa auftauchten; in Wahrheit sind diese Handys getarnte Schusswaffen, mit einem Pistolenlauf als Antenne. Die äußerlich nicht von einem Handy zu unterscheidende Konstruktion wird altmodisch per mechanischen Handspanner geladen. Das Telefon verschießt Kleinkalibermunition und bringt auf kurze Distanz: den Tod.

Potentielle Militärische Nutzung elektromagnetischer Strahlung

Die Anwendung dieser Technologie für militärische Zwecke steckt immer noch in den Kinderschuhen und wurde erst vor kurzem von den Vereinigten Staaten als praktikable Option erkannt. Eine Übersicht über Biotechnologie der Luftwaffe von 1982 macht folgende Aussagen: „Neue Daten erlauben den Schluss, dass Felder mit besonders aufbereiteter Radiofrequenzstrahlung eine schwere und revolutionäre Bedrohung für militärisches Personal darstellen kann. Elektroschocktherapie zeigt die Möglichkeit durch elektrischen Strom die Funktion des Gehirns für kurze Zeit komplett zu unterbrechen, die Aufmerksamkeit für einige Zeit herzustellen und emotionales Verhalten über größere Zeiträume zu verändern.

Erfahrungen mit Elektroschocktherapie, Experimente mit radiofrequenten elektromagnetischen Feldern und das steigende Verständnis des Gehirns als elektrisch arbeitendes Organ legt ernsthaft nahe, dass aufgezwungene elektromagnetische Felder absichtsvolles Verhalten verhindern kann und es möglich wird, solches Verhalten zu steuern und/oder zu untersuchen. Weiterhin kann die Durchleitung von 100 Milliampere durch den Herzmuskel zu Herzstillstand und Tod führen, wodurch ein Waffeneffekt mit Lichtgeschwindigkeit erreicht werden kann. Ein das Zielgebiet schnell überstreichender Radiofrequenzstrahler kann über eine große Fläche effektiv töten oder kampfunfähig machen. Die Effektivität des Waffensystems hängt von Wellenform, Feldstärke, Pulslänge, Wiederholrate und der Trägerfrequenz ab. Ein solches Waffensystem kann durch Experimente an Gewebe und im Tiermaßstab bei gleichzeitiger Erforschung der zugrunde liegenden Mechanismen und der Effekte der verschiedenen Wellenformen entwickelt werden. Durch den Einsatz relativ schwacher radiofrequenter Strahlung könnte es möglich sein, dass man große militärische Verbände für geringe Mengen biologischer oder chemischer Kampfstoffe sensibilisiert, während unbestrahlte Personen nicht betroffen sind.

Die potentielle Anwendung von künstlichen elektromagnetischen Feldern erstreckt sich über ein weites Gebiet militärischer oder militärähnlicher Anwendungen. Einige dieser potentiellen Anwendungen schließen den Einsatz gegen terroristische Gruppen, bei Aufruhr und Demonstrationen, die Sicherung von militärischen Anlagen und den Einsatz gegen Personen auf dem Schlachtfeld ein. Bei allen diesen Einsätzen würden elektromagnetische Waffensysteme eingesetzt werden um leichte bis schwere physiologische Störungen oder Wahrnehmungsstörungen und Desorientierung hervorzurufen. Zusätzlich kann die Funktionsfähigkeit von Personen soweit eingeschränkt werden, dass sie im Kampf nicht mehr einsatzfähig sind. Ein weiterer Vorteil von elektromagnetischen Waffensystemen liegt darin, dass sie einen großen Bereich mit einem einzigen System abdecken können. Sie sind lautlos und es könnte schwierig sein, Gegenmaßnahmen zu entwickeln.

In letzter Zeit wurde über die Auslösung des Kopierens der Erbinformation der Zelle durch gepulste elektromagnetische Felder berichtet. Am anderen Ende des Spektrums nichtionisierender Strahlung kommt es nach Forschungsberichten ebenfalls zu biologischen Effekten, die mit den traditionellen Theorien nicht übereinstimmen. Kremer und andere haben mehrere Untersuchungen veröffentlicht, die die biologischen Wirkungen von Millimeterwellen geringer Intensität beschreiben. In diesen Untersuchungen wird gezeigt, dass diese Effekte nicht nur bei sehr geringen Intensitäten auftreten, sondern dass sie auch frequenzabhängig sind.

Als Folge dieser und anderer Studien mussten einige wissenschaftlichen Gruppen ihre bisherigen Konzepte neu überdenken und nach neuen Theorien suchen. Die neueren Ansatzpunkte berücksichtigen die Erkenntnis, dass biologische Systeme bei der Einwirkung elektromagnetischer Felder ein nichtlineares Verhalten zeigen. Anstatt also einfache lineare Mechanismen bei der Wirkung elektromagnetischer Felder auf biologische Systeme anzuwenden, ist man gezwungen eine nichtlineare Wellenmechanik zu verwenden. Einige Forscher haben sogar die Mathematik der Chaostheorie verwendet.

Ein Resultat dieser Neubewertung ist die Erkenntnis vieler Wissenschaftler, dass körpereigene elektromagnetische Felder eine entscheidende Rolle bei vielen biologische Vorgängen, darunter der Entstehung des Embryos, der Knochenheilung, der Informationsübertragung und Speicherung vor allem im zentralen Nervensystem spielen. Viele Wissenschaftler und Forscher haben auch über die schädlichen Effekte elektromagnetischer Felder auf biologische Systeme spekuliert.

Guerara und andere haben vor kurzem über chaotisches Verhalten bei Zellen von Hühnerherzen berichtet, die mit elektrischen Signalen bestimmter Frequenzen und Amplituden stimuliert wurden. Es wurde auch gezeigt, dass mit bestimmten Frequenzen und Amplituden Einfluss auf die Atmung genommen werden kann. Tiere bekamen bei bestimmten Frequenzen schwere Atemprobleme.

In einer neueren Veröffentlichung haben Ubeda, Delgado und andere berichtet, dass die Pulsform eines magnetischen Feldes Einfluss auf die Entwicklung von Hühnerembryos hat. Sie benutzten vier verschiedene Pulsformen die sich unterschiedlich auf die Embryos auswirkten. Das erste Signal hatte eine Anstiegszeit von 100 Millisekunden mit einem abfallenden Plateau. Das zweite Signal war ein Rechtecksignal mit einer Anstiegszeit von 2 Millisekunden. Das dritte Signal hatte eine Anstiegszeit von 42 Millisekunden und einer aufmodulierten Schwingung. Das vierte Signal hatte ebenfalls eine Anstiegszeit von 42 Millisekunden, war aber nicht zusätzlich moduliert. Alle Pulse hatten eine Dauer von 500 Millisekunden und eine Impulswiederholrate von 100 Hertz. Als Resultat zeigten einige Wellenformen einen Einfluss auf die Entstehung des Embryos, andere nicht. Ein Fenstereffekt zeigte sich auch bei der Stärke des Signals: Einige Effekte wurden bei niedriger Intensität beobachtet, während sie bei höherer Intensität nicht mehr nachweisbar waren.

Von Frequenz und Amplitude abhängige Fenstereffekte wurden auch von anderen Forschern entdeckt. Über dieses Phänomen haben zuerst Adey und seine Mitarbeiter in den frühen siebziger Jahren berichtet, aber es wurde bis vor kurzem nicht als wichtig anerkannt. Wellenform und Fenstereffekte von Frequenz und Amplitude können spezifische biologische Ziele und Effekte haben. Basset hat berichtet, dass neue Untersuchungen in seinem Labor gezeigt haben, dass der Spannungsverlauf eines in ein Gewebe geleiteten Impulses je nach verwendetem Gewebe oder Organ unterschiedlich ist. Er stellte fest, dass es möglich ist durch die Analyse der Reaktion in Hochfrequenzfeldern auf die Art des Gewebes zu schließen.

Neueste Forschung zu chaotischem Verhalten hat gezeigt, dass die Veränderung von nur einem Parameter chaotisches Verhalten verursachen kann das zu drastischen Resultaten führen kann. Es ist nicht schwer, sich vorzustellen, dass elektromagnetische Felder auf die elektrischen Signale des Herzmuskels einwirken. Wenn die richtigen Parameter benutzt werden kann man verschiedene Resultate erzielen. Dazu gehören Herzkammerflimmern und Herzstillstand mit tödlichem Ausgang. Untersuchungen haben verändertes Verhalten bei Tieren und verändertes Elektroenzephalogramm (EEG) bei Tieren und Menschen gezeigt.

Es ist im Moment noch nicht vorhersehbar, welchen Einfluss ein verändertes EEG auf das Funktionieren des Gehirns und das Verhalten von Personen hat. Einige neueste Untersuchungen weisen darauf hin, dass die Beeinflussung der Gehirnwellen großen Einfluss auf das Verhalten und die kognitiven Fähigkeiten von Personen haben kann. Einige Personen haben sogar spekuliert, dass elektromagnetische Strahlung bereits zu diesem Zweck verwendet wurde.

Einige neuere theoretische Untersuchungen kommen zu der Überzeugung, dass die neuronalen Synapsen zu klein für normale chemische Vorgänge sind und dass deshalb quantenmechanische Vorgänge stattfinden. Es wurde bisher angenommen, dass ein chemisches Potential die Vesikel zur Ausschüttung von chemischen Neurotransmittern veranlasst, die dann nach Durchquerung der Synapse beim zweiten Neuron die Auslösung seines Aktionspotential veranlasst. Wenn es sich hierbei um einen quantenmechanischen Vorgang handelt kann der Mechanismus im Gegensatz zum klassischen chemischen Konzept folgendermaßen angenommen werden: Das Aktionspotential verursacht nach Durchwanderung des Nervenzellfortsatzes einen Einfluss über den synaptischen Spalt der eine Elektronenübertragung in umgekehrter Richtung verursacht und damit den Vesikeln die Informationsübermittlung bestätigt. Diese Bestätigung veranlasst die Vesikel die Neurotransmitter auszuschütten. Dieser Vorgang findet auch unter Beteiligung von Leckströmen benachbarter Neuronen und perineuronaler Zellen statt. Die Zellen kommunizieren miteinander, so dass das System viel komplizierter ist, als man gedacht hat.

Dass diese statistischen quantenmechanischen Effekte nicht nur von einfachen elektrischen Vorgängen in einzelnen Zellen, sondern von der Kommunikation zwischen mehreren Zellen abhängen, lässt den Schluss zu, dass das komplexe System anfällig für äußere nichtlineare elektromagnetische Einflüsse ist.

Die Störung neuronaler Wege kann zu einer Vielzahl von Effekten führen. Bei den heutigen komplizierten Waffensystemen ist es nicht nötig die Bedienung vollständig auszuschalten um sie Kampfunfähig zu machen. Wenn beispielsweise das Zeitempfinden oder die kognitive Fähigkeit beeinträchtigt wird, kann das Personal die Fähigkeit zur Bedienung ihrer Geräte (Fliegen eines Flugzeuges, Treffen der richtigen Entscheidungen bei komplexen Waffensystemen oder die Erfüllung ähnlicher Aufgaben ) verlieren.

Wegen der vielen beteiligten Parameter und der offensichtlichen Spezifizität der einzelnen Parameter kann man für jeden Zweck passende Effekte auswählen. Diese Flexibilität gibt dem Anwender eine Vielzahl von Möglichkeiten. Sie öffnet die Tür zu einer angemessenen Reaktion im Krieg, sei er konventionell oder unkonventionell. Es gibt noch viele offene Fragen die diese Technologie betreffen. Bis jetzt hat sich die überwiegenden Mehrzahl der Forschungen in den USA auf Versuche mit einer Frequenz und Standardparametern beschränkt. Experimente mit mehreren gleichzeitig benutzten Frequenzen oder veränderlichen Parametern sind noch nicht durchgeführt worden. Bis heute hat die Mehrzahl der Amerikanischen Forscher angenommen, dass eine „Mikrowelle eine Mikrowelle“ ist und dass bei einer Frequenz durchgeführte Forschungen auf alle Frequenzen in diesem Bereich übertragbar sind. Wir wissen jetzt, dass die Experimente frequenzspezifisch sind. Aber wie frequenzspezifisch? Hängt die Spezifizität von dem Bereich des elektromagnetischen Spektrums ab, in dem man forscht? Es gibt unbestätigte Berichte, dass Veränderungen von 0,1 Hertz eine Auswirkung haben. Die meisten Wissenschaftler glauben immer noch nicht, dass eine so kleine Frequenzdifferenz von Bedeutung ist. Doch Rapp hat gezeigt, dass frequenzkodierte Signale als Auslöser zur Ausschüttung von Amylase aus den Speicheldrüsen von Fliegen (Calliphora exythocephalla) dienen kann. Die Frequenzunterschiede die die Ausschüttung des Enzyms beeinflusste betrugen zwischen 0,00 und 0,056 Hertz. In dieser Studie war das Stimulanz die Chemikalie 5-Hydroxytriptamin. Besonders interessant ist, dass die chemische Reaktion in eine digitale Hochfrequenzschwingung umgewandelt wurde. Es fand also eine Wandlung von Analog in Digital und zurück in Analog statt.

Daraus ergibt sich die grundsätzliche Frage, ob die Wirkung auch unter Umgehung des chemischen (analogen) Auslösers durch direkte Stimulation der Zelle mit einem elektromagnetischen Signal gleicher Frequenz ausgelöst werden kann. Das Resultat dieser Untersuchung zeigt klar, dass die exakte Einhaltung einer spezifischen Frequenz notwendig sein könnte, um ein spezifisches Resultat zu erzielen.

Consider recording some measurements of adverse energy or taking some pictures. There are agencies such as the FCC (in charge of the rf spectrum) and NTIA (microwaves) receptive to helping keep the airwaves in order.

We pray to be secure in our own persons from remote sensing as guaranteed by the Fourth Amendment to the U. S. Constitution). And we pray for legal representation.

Minneapolis Minneapolis-St. Paul International Airport will begin testing next month of a new passenger-screening system that gives greater weight to how people act than to what they're carrying. Airport police said Saturday that a unit trained by former Israeli airport security experts in 'behavioral pattern recognition' will begin work in January. The unit will work with the Transportation Security Administration, which began testing a similar system at the airport last month. ... The new units, he said, will look for anxious, frightened or deceptive behaviors. Travelers who arouse suspicion will be questioned, and their answers will be scored against a secret index. When people scores high, screeners will call airport police, who would then decide whether to ask the travelers more questions, call counterterrorism agents, or allow them to go on their way...

The National Animal Identification System (NAIS) is a national program intended to identify specific animals in the United States and record their movement over their lifespans. It is being developed by the U.S. Department of Agriculture (USDA) and State agencies—in cooperation with industry—to enable 48-hour traceback of the movements of any diseased or exposed animal. This will help to ensure rapid disease containment and maximum protection of America's animals.

On a discussion list I frequent someone wrote: "the purpose [of NAIS] is very specific and is stated right up front: To provide "trace back" in the case of disease outbreak. If an animal shows up with a contagious disease they want to be able to trace back all other animals that might have come in contact with it."

The problem is the government is implementing NAIS to cover a lot more than the above needs.

The National Animal Identification System is totally unnecessary for the homestead. If you are growing food for your own consumption you already have 100% trace back. You know where your animals came from, where they went. The government does not need to be involved.

NAIS is also not needed for direct farm to consumer sales. Again there is already 100% trace back available. I breed and raise most of my own livestock which I sell directly to the consumer. I know exactly where it has been. My customer knows where they got it. The government does not need to be involved.

NAIS is not needed for pets either for the same reasons.

NAIS is to benefit the big businesses and the consumers who buy from the big businesses. It is harmful to individuals who raise their own food and to small farms. The government is offering us paper work, snooping, threatening huge fines and confiscation of our property.

The information collected under NAIS is not secure - it can be gotten by people like P. E, Tee-A under the Freedom Of Information Act. That is very scary. Do we want those freaks knowing where we are and exactly what we have so they can come vandalize our farm, destroy our property, burn our home and kill our family?!? No.

NAIS as written is a horrible idea and it should NOT be implemented. NAIS is big government gone way, way overboard and horribly wrong. I hope that people will write their congressional critters, local newspapers, the USDA, etc. We must act now while we still have the right to keep livestock. Once NAIS passes it will be much harder to get rid of and it will be followed by further trashing of our rights.

The radio ads feature a “farmer” telling us how hard it is to make a living farming today - harder than it was for Momma and Daddy. Worse yet, now we’ve got the risks of all these new diseases. But - golly, golly, gee -- the government is going to help. They’ve come up with a voluntary program to register our farms and animals to protect us and our animals from diseases. All good Americans will sign up. Characteristically, the radio propaganda-speak beareth no likeness to the truth. To prove that for yourself, visit http://www.usda.gov/nais and click on the “Draft Strategic Plan” on the upper right hand side. FOOD SECURITY We all know that there is no pandemic or epidemic now sweeping through the livestock population would demand such drastic measures. If so, government’s first act wouldn’t be punching an ear tag into every chicken they could catch. Any eighteen-year-old mother who knows to hand testing a forehead for fever can tell you that tagging ears to fight disease is ridiculous. No, during epidemics government agents kill the infected animals and all animals in the herd. Then they spread out and test neighbouring herds and destroy those that test positive. IF THEY’RE NOT FIGHTING DISEASE, THEN WHY NAIS? Follow the money. Ask, Cui bono? Who benefits? Agribusiness lobbied the USDA to create a system to protect them from legal liability if an epidemic does break out. More, NAIS would protect agribusiness market share, forestalling a public revulsion against their product by “confirming” that only a few animals were sick, rather than not thousands. NAIS enables huge agribusiness conglomerates that concentrate thousands of animals (and so concentrate the chance for spreading diseases) to point their finger at someone else.

Here’s the scenario: People in Sheboygan get sick from something they ate. It’s determined the meat came from a local fast food joint. That fast food joint gets its meat from ABC cow factory. ABC cow factory buys cows from XYZ feedlots. Those feedlots had cows numbered 1q10 through 1q500 in their possession and those cows came from 15 small farms in suburban Tempe. Goodbye 15 small farms in suburban Tempe. Hello scapegoat for fast food joint, slaughterhouse, and feedlots. To protect themselves these large corporations will effectively to put small farmers out of business. Not only the program costs (which fall on the farmer), but also the threat of fines and jail time for not complying will drive small farmers off the land. At the same time, NAIS sets up the same corporations as the only entities granted the ‘privilege’ to raise animals, since they, of course are the only ones who can be trusted to follow such a plan to protect the “national herd.” EXEMPTIONS? But I’ve just got a few chickens and a horse. Not me, right? Wrong. The NAIS plans provide no exemptions whatever. One chicken, one horse, one cow, one sheep, one goat, one bison, one llama, one alpaca, one turkey, one duck -- all must register, premises & animals. GOODBYE PROPERTY RIGHTS The NAIS abolishes private property rights in farms and in animals. The NAIS, run by a branch of the USDA, considers “your” animals to be not yours, but part of “the national herd.” Plainly, they are right. If they can force you to register your farm and your animals, you do not own them. They own them because they control them. You are only inventorying property & animals for their true owner, the federal government. MANDATORY MEANS MANDATORY The NAIS’s schedule fixes January 2008 for “mandatory” enforcement. Mandatory means “forced” and “enforcement” means “putting into force.” Not of your own free will. The government will fine you, put you in jail, or seize your animals for raising animals without registering them with the government -- “raising animals without a licence,” I reckon they’ll call it. That’s right, 6,500 years of historical right will be abolished. From now on, you’ll be breaking the law for being a farmer without government permission. What’s more, “The Department does not plan to issue ‘alerts’ to inform livestock owners of the requirements until April 2007, only eight months prior to the date when it will be mandatory to submit the GPS co-ordinates of one’s home and the RFID of one’s animal[s] to the USDA database.” (Zanoni, 3) MORE GOOD NEWS Who will pay for NAIS? You will. It does not favour the small farmer, but corporations with huge budgets. These conglomerates get to write off government registration fees, etc., but the write off means almost nothing to small farmers, who must first come up with the money to comply. The NAIS is free now, but will not be in the future. On their website, the NAIS states, “Even with public funding, there will be costs to producers.” There’s a time tax, too. States, tribes, producers, managers of livestock shows and events, market operators, processing plants, service providers and third parties will all have to provide labour for this system. AND TAXES? By registering with the NAIS you open yourself for future taxes. By registering your car, you pay taxes. By registering yourself as the owner of your home, you pay taxes. By registering yourself with a social security number, you pay taxes. Taxes for being a farmer and taxes on your animals will come, too. THOSE FOR AND THOSE AGAINST Tennessee (and probably your state, too) is now implementing the voluntary premises identification section of this plan. In your state you’ll see the Farm Bureau, the cattlemen’s association, and the extension agents lining up. With new government programs comes new government money. They’ll push NAIS compliance by holding out carrots of new money available only to those who register. CAN WE DEFEAT NAIS? You bet. There’s still hope we can defeat NAIS. Dr. Mary Zanoni, a lawyer from New York, has filed official comments with the USDA Animal Plant Health Inspection Service (APHIS) decrying the NAIS. She has also founded an organisation – Farm for Life. In her brilliantly argued statement filed in June 2005, she put this whole scheme in perspective. “The security of America’s food supply and the resilience of livestock in the face of diseases are best served by decentralising and dispersing food production and processing, and breeding and maintaining livestock. If more citizens could depend on food raised and processed within, say, 100 miles of their homes, the danger of large-scale disruptions would be minimised, the costs of transport would be less affected by volatile fuel prices, and any food-borne diseases … would be contained by the system’s natural geographic limits. Similarly, if animals, such as cattle, for example, are kept in small herds of, say, ten to a hundred animals, infectious diseases will have much more difficulty in spreading beyond a discrete geographical area. WHAT TO DO? State cattlemen’s associations may be backing this idea, but chances are their members won’t. Chances are, the members have no idea what’s going on. How many farmers -- not “agribusinessmen” -- have you ever met that would think registering a chicken with the government is a good idea? Talk to them. Encourage them not to sign up their premises. “The USDA is using farmers’ supposed willingness to enter a ‘voluntary’ program as a justification for making the program mandatory,” says Zanoni. This is the old government game where a pitiful, haggard, selfless government employee pleas to the camera, “Look, all these other farmers have signed up on their own because they’re good Americans and it’s just a few renegades ( read the majority of the population) holding out. If we’re gonna be safe, we’ve got to make this mandatory because we just can’t talk sense to these people who, after all, we’re only trying to protect. It’s for their own good”

1. What is the NAIS? A scheme hatched by the federal government and corporate agribusiness to tag every animal in the US with an identity number and to track every animal through processing. The excuse for it is the discovery of two cases of mad cow disease (BSE or bovine spongiform encephalopathy).

2. What does it require? It requires every farm in the country to register as a “premises.” Each registered premises will then have to register & tag every alpaca, bison, cow, emu, goat, horse, llama, sheep, swine, and all poultry. (As far as we know right now, catfish and goldfish are exempted.) It provides no exemptions. If you have as much as one chicken, you must register.

3. What does it mean? This is not about controlling disease, it’s about controlling farmers. When social security was first introduced, the government promised the people that the number would never be used for “identification purposes.” But today you can’t get health care, insurance, a bank account, an apartment, a job, or your tooth pulled without giving a social security number.

4. Isn’t it voluntary? Only for now. The present USDA “Draft Strategic Plan” calls for making it mandatory by January 2008. “Mandatory” means that they will fine, arrest, or jail you if you refuse to comply. For the system to work, the government obviously must force every farm and every farmer to register every animal, and no one will be able to seek veterinary care, transport, sell, or process animals without registry. In other words, the freedom to farm that has belonged to mankind since Creation will be abolished.

5. Who and what is behind the NAIS? According to the USDA National Animal Identification System (NAIS) Draft Strategic Plan 2005 to 2009, page 3, paragraph 1, at

“In 2002, the National Institute of Animal Agriculture (NIAA) initiated meetings that led to the development of the U.S. Animal Identification Plan (USAIP).” “Driving force – The strongest driving force for developing the NAIS is the risk of an outbreak of a foreign animal disease (FAD). There is broad support for NAIS among government, industry, and public stakeholders.” (“Stakeholders are defined as those individuals and groups in the public and private sectors who are interested in and/or affected by the Department's activities and decisions.” http://www.ci.doe.gov/cigapol.htm .)

6. Who is the National Institute of Animal Agriculture? NIAA website states, “The mission of the National Institute for Animal Agriculture is to provide a forum for building consensus and advancing solutions for animal agriculture and to provide continuing education and communication linkages to animal agriculture professionals.”

In fact, the NIAA is a national agribusiness organization whose purpose appears to be lobbying government for laws and policies that favour agribusiness. A brief glance at the board of directors seems to confirm that, since all are drawn from agribusiness companies, industry groups, or schools of agriculture (which notoriously favour corporate agribusiness over small farmers and sustainable agriculture).

7. Who will bear the burden of NAIS? Small farmers, and especially those engaged in the New Agriculture (“permaculture” or “sustainable agriculture”). First, they will be forced to pay for NAIS, at least in part. Second, they will be forced to work for NAIS. In the words of the NAIS Draft Strategic Plan, page 14, paragraph 3, “All groups will need to provide labour.” NAIS will add yet another cost disadvantage to small farmers and the New Agriculture, and will make local agriculture less competitive with agribusiness. http://animalagriculture.org/aboutNIAA/members/memberdirectory.asp.

8. Won’t NAIS help prevent and control disease? No, NAIS isn’t about preventing or controlling disease, it’s about marketing. When a case of mad cow disease (or any other disease) surfaces, NAIS aims to protect meat producers’ markets by tracking animals through processing to “prove” that only a few animals are affected and so prevent a public revulsion against their meat. The most effective way to control disease is to produce meat and milk for local instead of national markets and “closed herd” techniques.

Producers will identify their animals and provide necessary records to the databases. Managers of shows and events will report a record of participating animals. Market operators and processing plants will provide animal location records. Service providers and third parties will assist by providing animal identification and movement records to the NAIS on behalf of their producer clients. Die elektromagnetische Stimulation des Nervensystems durch speziell amplitudengesteuerte UKW-Frequenzbänder (US-Militärprojekt)

Die elektromagnetische Stimulation des Nervensystems mittels rechner- und steigungsgesteuerten Wellenspitzen auf den Wellenbergen und unterhalb der Wellentäler eines UKW-Frequenzbandes wird bei körper- bzw. zellspezifischen Kanalproteinmolekülen einer Nervenzelle ein Bindungsorbital im Bereich der Oligosaccharidseitenkette unterhalb der Saccharidseitenkettenverzweigung elektromagnetisch umschlossen.

Ohne Markierung können Bergerwellen nicht personenbezogen über Weiche empfangen und nur durch Elektroden (Elektroenzephalogramm bzw. Aufzeichnung von Gehirnstromwellen) von der Haut abgeleitet werden. bzw. Frequenzbandes auf rechner- bzw. steigungsgesteuerte Wellenspitzen 0,1-0,25 Nanometer. Ist ein Treffer erfolgt, wird das Wellenband an einen Spannungsmesser mit Anzeige weitergeleitet. Hiermit kann der Standort des UKW-Senders ermittelt werden (je stärker der Ausschlag des Spannungsmessers, desto geringer die Distanz zum Sender)...
